Problems/Comments

Weathered sludge, possibly containing lead, buried between fuel tanks at the E-11 fuel storage area. Active prior to 1980/Currently inactive (rpltr4). The site is assigned a MEDIUM overall risk on the Air Force Relative Risk Evaluation Worksheet dated 10/19/95. Sites ST19, DP25 and ST27 are adjacent to one another. Contamination at these sites is due to at least four jet fuel spills. These sites are IRP sites but the 2003 ROD Review included an agreement to monitor these three sites under the Eielson Environmental Compliance Program. Please see the following files for information on these sites: -ADEC file 107.38.068/Hazard IDs 345 (1950s spill) and 2341 (1994 spill) – ST19 -ADEC file 107.38.023/Hazard ID 366 – DP25 -ADEC file 107.38.025/Hazard ID 388 – ST27 In 2005 ADEC formally requested a long-term monitoring program at ST19, DP25 and ST27 (as was agreed to during the 2003 ROD review). ADEC also requested a proposed plan for all three sites. This specific Hazard ID (388) refers to a 2001 spill of 3,750 gallons of JP-8 on Quarry Road south of the E-6 complex at ST27. The spill occurred near Monitoring Well 53M01. Groundwater contamination from this spill is to be handled under CERCLA.

Action Information

Action Date Action Description DEC Staff
1/21/1992 Site Added to Database This site is included in the state EPA Eielson FFA 100.38.011. Former Staff
12/3/1992 Update or Other Action Received documents from EAFB on OU 3, 4 and 5. These documents are the quality-assured field sampling data. Markey is now reviewing them. Item # 35 and 36, from the CS/DOD bookcase. Rielle Markey
2/23/1993 Update or Other Action (Old R:Base Action Code = RPL2 - Site Information Request Letter). Sent PRP-CS database Notification Letter to RP requesting update and more environmental information concerning contaminated site. Department of the Air Force responded with update of requested site information on 3-17-93. Jeff Peterson
7/15/1993 Update or Other Action (Old R:Base Action Code = DD - Decision Document (CERCLIS)). Letter sent in response to Draft RI document. Major contaminant of concern is lead in GW. Rielle Markey
8/12/1993 Meeting or Teleconference Held Meeting in Seattle to discuss RI comments. Levels of lead groundwater were resampled in April to determine the extent of lead contamination. This site will proceed with an FS. We will consider limited action and institutional controls. Rielle Markey
10/18/1993 Site Ranked Using the AHRM Initial ranking. Former Staff
9/30/1995 Update or Other Action Eielson AFB Operable Units 3, 4 and 5 ROD includes 20 source areas that have been combined because of commonalities in contamination. These source areas are DP44, WP45, SS57, SS56, SS61, DP25, ST27, WP33, SS35, SS36, SS37, SS39, SS63, ST58, SS64, LF02, LF03, FT09, LF04, and LF06. Clint Adler
9/30/1995 Update or Other Action (Old R:Base Action Code = NFA - No Further Action Required (CERCLA)). These 10 Eielson AFB OU 3, 4 and 5 source areas (ST27, WP33, SS36, SS37, SS39, SS63, SS64, LF02, and LF06) will receive no further remedial action under CERCLA because they present little risk to human health and the environment. This determination was based on a remedial investigation/baseline risk assessment and a site-wide draft ecological risk assessment. Although no further action is required, the groundwater at these source areas will continue to be monitored as part of the Site-Wide Program to confirm the results of the Remedial Investigation. Clint Adler
1/16/1996 Site Closure Approved NFA under CERCLA. Clint Adler
2/16/1996 Update or Other Action (Old R:Base Action Code = RA - Remedial Action). Received Remedial Action Workplan. Clint Adler

3/24/1997 Update or Other Action Site updated by Shannon and Wilson, based on the Air Force Relative Risk Evaluation Worksheet dated 10/19/95. S&W
2/10/2003 Site Number Identifier Changed Changed Workplan to X9 from X1 to reflect presence of hazardous substances above cleanup levels. Former Staff
8/26/2004 GIS Position Updated Position acquired using "Base MW Map 2004" CAD drawing from EIAFB georeferenced to QuickBird Satellite imagery, NAD27. Torsten Ernst
7/6/2006 Update or Other Action ADEC agreed to decrease sampling of the North Boundary Wells from annual sampling to biennial. Upcoming measurements will be summer 2007, 2009, 2011, etc. Concentrations of VOCs, SVOCs, and metals in the sentinel wells have been monitored annually since 1992 and there has been no detection of contamination. Emily Youcha
10/25/2012 Site Reopened Site was previously closed under CERCLA but not under State of Alaska DEC regulations (see entry (1/16/1996). Site reopen action to reassign site to "active" status. Hannah Harrison
10/25/2012 Offsite Soil or Groundwater Disposal Approved Approval of soil transport form for contract titled "Repair Pipe Supports at E-11 Tank Farm". Material classified as gravel, sand, silt sourced from historil spill found during excavation for verticle support member upgrades. Location listed as Cell #1, Eielson Soil Stockpile Location in an amount of 30 cubic yards. Hannah Harrison
3/18/2014 Document, Report, or Work plan Review - other 2012-Final installation-wide monitoring program report received June, 24 2013. During the 2012 season no new monitoring wells were installed. Five of the six existing wells were sampled, benzene (1 well) and lead (1 well) were the only COC (Contaminant of concern) that exceeded the FRG (final remediation goal). There was no detected COPC (Contaminant of potential concern) t in levels that exceeded current MCL (Maximum contaminant level) or ADEC groundwater levels. A comparison of the data shows the extent of both the benzene and lead contamination in groundwater has decreased significantly between 1993 and 2012. Due to only one well contaminated with each contaminant, the extent of the plume cannot be determined. Anna Iverson
5/1/2014 Document, Report, or Work plan Review - other 2013-Draft installation-wide monitoring program (IWMP) report received March, 26 2014. During 2013, 5 (DP25) and 3 (ST27) IWMP wells were sampled in the spring and 8 (DP25) and 5 (ST27) IWMP wells, were sampled in the fall. Benzene (3 wells fall) was the only COC that exceeded the ROD FRGs. GRO (1 well fall) was the only COPC that exceeded current MCL (Maximum contaminant level) or ADEC groundwater levels. Concentrations for benzene appear to have a decreasing trend. The single GRO exceedance was co-located with a benzene sample, no trend could be observed as petroleum hydrocarbon data at the well prior to 2012 is available. Anna Iverson
