Problems/Comments

A single-walled steel 1,000-gallon unregulated commercial gasoline/heating oil UST with corroded bottom and holes was excavated and removed on 3/18/03 and disposed of at AMR. The top of the tank was approximately 5' below ground surface and was completely filled with water. Contaminated soil and ground water were encountered. ~45 cubic yards of contaminated soil were removed and thermally treated at ASR. DRO and benzene above ADEC cleanup levels in soil and water in Boring B1/Monitoring Well B1MW. Contaminated soil remained in the unexcavated soil with DRO and benzene above cleanup levels, up to 7,750 mg/kg and 0.218 mg/kg, respectively. DRO and benzene GW contamination initially exceeded cleanup levels. As of 9/15/10 DRO, and 2-methyl naphthalene exceeded the GW cleanup levels at 29.1 mg/l and at 0.197 mg/l, respectively, in B8W and at 3.24 mg/l in B4MW. September 2010 Boring B8MW detected GRO at 565 mg/kg, DRO at 43,100 mg/kg, and naphthalene at 32.1 mg/kg in a sample from 2-4' bgs. Another sample in B8MW from 4-6' bgs detected the same analytes but in lesser cocnetration also 1-methyl naphthalene at 25.3 mg/kg, and 2-methyl naphthalene at 43 mg/kg. The original excavation was lined with visquene and backfilled with "imported" clean soil. This site was formerly co-located with the LUST site as file #2100.26.165 (a 5,000-gallon regulated UST and related leaking piping on the south side of the building) but assigned it's own file # of 2100.38.492 (1,000 gallon commercial gasoline/heating oil unregulated UST on the north side of the building) on 1/14/08. The LUST site was Closed in 2005. Reckey number for regulated UST is 1996210019007. This contaminated site is the same facility as LUST event #1717. The information for each separate event will be kept in separate database sites.

5/14/2003 Update or Other Action On 5/14/03, thermal treatment of the soil was completed at Alaska Soil Recycling's Spar Avenue facility in Anchorage. Post-remedial analysis reveals that the resulting soil meets the ADEC's most restrictive level (A). The soil will be recycled for use in the construction industry. Bill Petrik
1/9/2004 Update or Other Action Sent a letter to the responsible party (RP) with a cc to the RP Consultant Shannon & Wilson this date requesting clarification as to whether or not the UST spill reported to ADEC on 3/21/03 is related to the UST reports that the ADEC already has on file for this address. ADEC requested follow-up to the 7/6/98 letter to address the contamination that letter discussed. In addition, ADEC requests a release investigation for the contamination reported 3/21/03, and the UST closure report and the status of removed potentially contaminated soil as discussed in the 3/21 report. 2/17/2004 Document, Report, or Work plan Review - other Reviewed the Shannon & Wilson, Inc. report "Underground Storage Tank Closure Assessment, 6831 Arctic Boulevard, Anchorage, Alaska" dated September 2003, received on 2/17/04. A 1,000-gallon commercial heating oil UST and associated feeder and return lines, fill pipes, and vent was removed on 3/18/03 from the north side of the building after dewatering 1,000 gallons from the tank. Upon removal, holes and corrosion were observed on the bottom of the tank. The tank top was 5’ bgs and the total depth of the excavation was 10’. Products lines remaining at the south wall of the former excavation were drained and crimped. No GW was observed during the tank removal, however, GW filled the excavation bottom the following day and a sheen on the water was observed. The excavation was lined prior to backfilling with clean soil. Of 9 UST soil screening samples, 3 were submitted for GRO, DRO, RRO, and BTEX laboratory analysis and a duplicate. Another sample from beneath the formerly removed dispenser was also sent for lab analysis. All analytes were detected in at least one excavation sample. Two of the excavation samples and the dispenser sample exceeded the DRO and benzene cleanup levels and ranged from 4,980 mg/kg DRO and 0.0389 mg/kg benzene at 3’ beneath the dispenser to 7,750 mg/kg DRO and 0.218 mg/kg benzene at 8’ bgs at the south end of the UST. DEC requested more information be submitted regarding the status of the HO USTand a work plan addressing contamination resulting from the HO UST be submitted by 4/16/04. 5/25/2004 Site Characterization Workplan Approved ADEC approved the Shannon & Wilson, Inc. "Release Investigation and Groundwater Monitoring Work Plan, 6831 Arctic Boulevard, Anchorage, Alaska" dated 5/5/04 and a hard copy received on 5/10/04. The work plans are for both the regulated (LUST) and non-regulated (CS) tank site work. At the CS site, the work proposed includes installing, sampling soil and groundwater from, surveying three new GW monitor wells; and preparing a summary report of completed work within 60 days. 9/28/2004 Site Characterization Report Approved After review of the Shannon & Wilson, Inc. "Release Investigation and Groundwater Monitoring, 6831 Arctic Boulevard, Anchorage, Alaska", dated August 2004 for Wells Fargo Corporate Properties and received by the department on 9/16/04 a letter was sent to the RP. Soil and ground water samples from boring location B1MW, sample B1S4, on the north side of the building in the UST excavation were above applicable Method 2 Cleanup levels for soil at 3,580 mg/kg DRO and 0.15 mg/kg benzene, and Table C for ground water in GW sample B1S4 at 1.65 mg/l DRO and 0.00616 mg/l benzene, respectively. Other than in MW1, as mentioned earlier in this action, no other GW contamination found in any other water samples. Subsequently, the CSP requests annual ground water sampling at monitoring wells B1MW, B2MW, and B3MW for DRO and BTEX during the spring and ground water reports submitted within 60 days of the sampling event. A field duplicate of monitoring well B1MW is also requested. Monitoring wells B2MW and B3MW may be decommissioned because there were no hydrocarbon detections in either of these wells. A monitoring work plan was requested by 10/25/04. If monitoring wells are to be decommissioned, please also submit a work plan for that task. Action updated and appended by Petrik. Eric Henry
9/28/2004 Long Term Monitoring Established In a letter sent this date, Eric Henry requested that annual GW sampling occur at the site in the spring (i.e. April/May) for monitor wells B1MW, B2MW, and B3MW for DRO and BTEX. ADEC requests a field duplicate sample be taken for monitor well B1MW. The department requests a subsequent sampling report be submitted to the department within 60 days of the sampling event. 11/18/2004 Site Characterization Workplan Approved After review of the Shannon & Wilson, Inc. report, "Groundwater Sampling and Well Decommissioning Work Plan, 6831 Arctic Boulevard, Anchorage, Alaska", dated 11/15/04 and received by ADEC 11/17/04, a letter was sent this date approving the work plan for collecting ground water samples from the three newly installed monitoring wells. 8/30/2005 Site Characterization Report Approved After review of the Shannon & Wilson report "Groundwater and Soil Sampling and Well Decommissioning, 6831 Arctic Boulevard, Anchorage, Alaska" dated 7/28/05 and received by the ADEC on 8/4/05, a letter was sent out this date requesting continued annual ground water monitoring in accordance with the ADEC work plan approved on 11/18/04 until a decreasing trend in ground water contaminant levels is established. Contaminated soil still remains above Method 2 cleanup levels for benzene and DRO. Contaminated GW remains above Table C cleanup levels for DRO. There is no evidence established yet of a decreasing trend in GW contaminant levels at the unregulated UST on the north side of the building. ADEC requests that annual GW monitoring continue in accordance with a monitoring plan previously approved by ADEC. 7/21/2006 Document, Report, or Work plan Review - other Static water level measurements and groundwater sampling was conducted 6/12/06 on wells B1MW through B3MW. Groundwater flow direction was calculated as south-southeast. Four samples, including a duplicate of B1MW, were submitted for DRO and BTEX laboratory analysis. DRO was detected in all four samples but above cleanup levels in well B1MW and its duplicate at 8.87 mg/l and 782.0 mg/l. Benzene, toluene, and ethylbenzene were detected in B1MW with benzene the only contaminant of these three analytes above cleanup levels at 0.0118 mg/l. BTEX was ND in the other two wells. Sheen was observed in the groundwater in this and last year’s samplings of well B1MW. Purge water was disposed of at Emerald Alaska, Inc. Report actually reviewed on 7/15/09 but placed on the report date for the sake of site chronology. Bill Petrik

2/7/2008 Document, Report, or Work plan Review - other After review of the Shannon & Wilson, Inc. (S&W) report, "Groundwater Sampling, 6831 Arctic Boulevard, Anchorage, Alaska 99518; ADEC File No. 2003210107802 dated September 28, 2007 and received on on 1/2/08 for the Wells Fargo Data Center, the Contaminated Sites Program (CSP) sent a response letter. The report provided findings from the ground water sampling events that occurred on 6/28-29/07 and 7/11/07. The report suggests that upon review of the report and file, based on the stability of the detected contaminants, that the CSP consider a determination of conditional closure status of the subject site or implement a reduction in the ground water sampling frequency from annually to an unspecified time period. These requests were denied. The response letter requested installation of a new monitoring well between a commercial building and the former UST site as the historic ground water flow is toward the building from the excavated UST site and there currently is no monitoring well there and increasing the sampling frequency from annual to semi-annual or quarterly. A Conceptual Site Model has never been completed for the site and was also requested. Bill Petrik

7/8/2009 Document, Report, or Work plan Review - other Reviewed a copy of the Shannon & Wilson "Monitoring Well Installation and Groundwater Sampling, Wells Fargo Data Center, 6831 Arctic Boulevard, Anchorage, Alaska; ADEC File Number 2100.38.492" dated 11/26/08, received 7/6/09 via email. On 7/11/08, Boring B4 was located within 16’ of an inhabited commercial structure and advanced to 12’ bgs and a monitoring well was subsequently installed. The boring well log and report text indicated a petroleum odor was observed the entire depth of the borehole during drilling, screening, and sampling. One soil sample collected immediately above the groundwater level (8-10’ bgs) and a second sample collected from a depth (2-4’ bgs) that had the highest PID screening level reading (150 ppmV) and its duplicate were submitted for laboratory analysis for GRO, DRO, and BTEX. All analytes except benzene were detected in at least one sample. Both samples exceeded the 250 mg/kg cleanup level with results of 5,910 mg/kg for the shallow sample and 806 mg/kg for the deeper sample. PAHs were not sampled. Groundwater sampling was conducted 7/17/08. Monitoring wells B2MW and B4MW were sampled for DRO and it was detected in both wells at 1.39 mg/l and 1.63 mg/l, respectively. The later result was above the cleanup level of 1.5 mg/l. B4MW was also sampled for GRO and BTEX and had a GRO result of 0.121 mg/l, 0.00287 mg/l toluene, and 0.00259 mg/l total xylenes, all three values significantly below their cleanup levels of 1.3 mg/l, 6.5 mg/l, and 63 mg/l, respectively. No duplicate sample was submitted for analysis. Monitoring wells B1MW and B3MW were not sampled. Observations while attempting to measure the water level in monitoring well B1MW indicated that there was a blockage at 5’ below the top of the casing and no water was found above that level. The well may be damaged. There was insufficient water volume in B3MW for sampling. A closed loop survey of the monitoring wells and groundwater levels measurements was conducted on 7/17/08 in wells B2MW, B3MW, and B4MW. Depth to GW varied between approximately 4.87’ bgs at B2MW to 5.8’ bgs in B4MW. The groundwater flow direction was calculated to be south-southeast. The water column in B2MW was 1.42’ and only 0.15’ in B3MW as compared to 5.9’ in the new B4MW. Based on soil and groundwater analytical results, the drums associated with Boring B4 were picked up and disposed by Emerald Alaska on 10/8/08 and documentation was supplied in the report for this task. A Conceptual Site Model and Laboratory Data Review Checklists were also submitted with the report. Bill Petrik
7/13/2009 Document, Report, or Work plan Review - other Reviewed a copy Shannon & Wilson "Groundwater Sampling, Wells Fargo Data Center, 6831 Arctic Boulevard, Anchorage, Alaska, ADEC File Number 2100.38.492" dated and received via email on 7/10/09. Groundwater sampling was conducted on site on 5/21-22/09. Static water level measurements and groundwater sampling was not performed on wells B1MW and B3MW. Apparent well blockages or sloughing has filled these wells. Groundwater flow direction could not be calculated with only two water level measurements. Three samples, including a duplicate, were submitted for DRO laboratory analysis. The sample from well B4MW and its duplicate were submitted for BTEX analysis as well. The report indicated that well B2MW broke an upward trend of three consecutive analytical results for DRO with a ND result. However, the practical quantitation level (PQL) for this sample was 0.714 mg/l which was higher than two of the previous three results. DRO, benzene, and total xylenes were detected in sampling results from well B4MW. The benzene and total xylenes results of 0.00113 mg/l and 0.00512 mg/l, respectively, were below their cleanup levels of 0.005 mg/l and 63 mg/l, respectively. The DRO result was 3.93 mg/l, well above the cleanup level of 1.5 mg/l. Purge water from groundwater sampling was disposed of by Emerald Alaska and a copy of the disposal document supplied in the report. A Laboratory Data Review Checklist was supplied with the report. 8/6/2009 Update or Other Action In response to review of the 2008 and 2009 Shannon & Wilson reports the Contaminated Sites Program (CSP) sent a letter requesting a corrective action plan within 60 days to, at a minimum, address numerous site issues outlined in the letter. Bill Petrik
10/21/2009 Site Characterization Workplan Approved The Contaminated Sites Program (CSP) reviewed the Shannon & Wilson, Inc. (S&W) Work Plan for Well Installation, Well Decommissioning, and Groundwater Sampling, Wells Fargo Data Center, 6831 Arctic Boulevard; Anchorage, Alaska; ADEC File No. 2100.38.492 dated 10/5/09, received 10/20/09. During the May 2009 groundwater sampling event two of the monitoring wells were determined to be unusable. The objectives of the work plan are to install two new monitoring wells, decommission two unusable monitoring wells, and evaluate the soil at the new boring locations and groundwater for petroleum hydrocarbon contamination associated with the former heating oil underground storage tank (UST). A letter was sent this date conditionally approving the work plan. The conditions included requests for: continuous soil screening below 2.5 feet bgs to groundwater; submit duplicate samples to the laboratory blindly; include a table of sample locations and screening PID readings; ensure placement of the well screen to be able to take into account the water levels at the time of drilling will be deeper than when the water levels reach equilibrium later; receipts for the disposal of contaminated soil or groundwater will be provided to the CSP within 60 days after disposal or in the report resulting from this work; if the concentrations of the groundwater laboratory sampling results are below cleanup levels, permission is granted to dispose of the groundwater on site provided it is not disposed of in an environmentally sensitive area or within 100 feet of a surface water body; submittal of an updated CSM; and a Laboratory Data Review Checklist must be submitted by the consultant with each individual sampling packet. 6/10/2010 Document, Report, or Work plan Review - other Reviewed a copy of the Shannon & Wilson, Inc. "Well Installation, Well Decommissioning, and Groundwater Sampling, Wells Fargo Data Center, 6831 Arctic Boulevard; Anchorage, Alaska" dated January 2010 Received January 25, 2010. On November 2, 2009, monitoring wells (MWs) B1MW and B3MW were decommissioned due to damage and their inability to be sampled. Two boreholes were also advanced that day and designated B5MW and B6MW. Two soil samples from each borehole plus one duplicate sample from boring B6MW were submitted for laboratory analysis of gasoline-range organics (GRO), diesel-range organics (DRO), and benzene, toluene, ethylbenzene, and total xylenes (collectively known as BTEX). One sample from B5MW was also analyzed for polycyclic aromatic hydrocarbons (PAH). GRO, DRO, total xylenes, fluorine, and phenanthrene were all detected in one sample from B5MW and DRO was detected in both B6MW samples. The maximum DRO detections in each boring exceeded the ADEC 18 AAC 75.341 Method Two Migration to Groundwater soil cleanup level of 250 milligrams-per-kilogram (mg/kg) at 772 mg/kg in B5MW and 252 mg/kg in B6MW. Both the DRO exceedances were from the sample taken from 0 to 2.5 feet below the ground surface (bgs). Hydrocarbon odor was detected in the Boring B5 sample. No other analytical results exceeded cleanup levels. MWs B5MW and B6MW were completed in the two boreholes November 2, 2009 and developed on November 4-5, 2009. Water levels were measured on November 4, 2009 in monitoring wells B2MW, B4MW, B5MW, and B6MW, and the depth to water varied between 5.25 feet bgs in B2MW to 6.39 feet bgs in B6MW. Groundwater (GW) was calculated to flow south-southeast. GW samples were taken from wells B2MW, B4MW, B5MW, and B6MW. The sample from B2MW was submitted for laboratory analysis of DRO only while the other samples were submitted for laboratory analysis for GRO, DRO, and BTEX. A duplicate sample taken from B4MW was also analyzed for the same contaminants. DRO was detected in all wells except B6MW. Exceedances of the 18 AAC 75.345 Table C groundwater cleanup level of 1.5 milligrams-per-liter (mg/l) for DRO were observed in wells B4MW and B5MW at 2.22 mg/l and 2.23 mg/l, respectively. Benzene was also detected in well B4MW at 0.00143 mg/l, below its 0.005 mg/l cleanup level. The Contaminated Sites Program (CSP) sent a letter requesting a work plan for further GW monitoring on a quarterly basis and annual sampling. The CSP requested that the work plan also includes characterization of soil and groundwater to define the extent of contamination. In its letter, DEC requested that Wells Fargo submit the work plan to the CSP by July 30, 2010. Under a separate cover, the CSP also requested a work plan for future corrective action at the site including a schedule. Bill Petrik

9/1/2010 Site Characterization Workplan Approved The CSP sent a letter this date conditionally approving the Shannon & Wilson, Inc. "Work Plan for Site Characterization, Wells Fargo Data Center, 6831 Arctic Boulevard, Anchorage, Alaska" dated 8/25/10 and received 8/26/10. The work plan objectives were to identify the GW contaminant plume to the east and west of the excavation of the former location of an unregulated 1,000-gallon heating oil UST, with the purpose to advance the site to Cleanup Complete with ICs status. The conditions included the results of the GW elevation measurements will be used to calculate the GW flow direction and gradient; PAH soil sampling is required of the sample with the highest PID reading in addition to sampling for GRO, DRO, and BTEX; laboratory analysis for PAHs in one of the GW samples would be required if any soil sample analytical results are above the 18 AAC 75.341 Method Two Migration to Groundwater cleanup levels for any of the target analytes; and add the results of the GW flow direction to the Rose/Star GW Flow Diagram for the site and include the gradients in a separate section. 2/28/2011 Document, Report, or Work plan Review - other Finished review of the Shannon & Wilson, Inc. “Site Characterization, Wells Fargo Data Center, 6831 Arctic Boulevard, Anchorage, Alaska, ADEC File No. 2100.38.492” dated December 2010. Soil borings B7MW and B8MW were advanced, soils screened and sampled, samples sent for lab analysis, and monitoring wells (MWs) installed on 9/8/10. The MWs were developed on 9/14/10. GW samples were collected from MWs B2MW, B4MW, B5MW, B6MW, B7MW, and B8MW on 9/15/11. Soil samples from the borings were analyzed for GRO, DRO, BTEX, and naphthalene. Boring B8MW was additionally sampled for PAHs. The only detected contaminants in B7MW were DRO to 177 mg/kg and naphthalene to 0.145 mg/kg, both below their MTG cleanup levels of 250 mg/kg and 20 mg/kg. In boring B8MW, GRO, DRO, ethylbenzene, total xylenes, VOCs 4-isopropyltoluene, naphthalene, and n-butylbenzene were detected, and 10 PAHs were detected. Those analytes exceeding the MTG cleanup levels in mg/kg were GRO to 565, DRO to 43,100, naphthalene to 32.1, 1-methyl naphthalene at 25.3, and 2-methyl naphthalene at 43. The LOQs for benzene were greater than the MTG cleanup level in two of three samples from this boring at 0.185 mg/kg and 0.424 mg/kg. Ground water samples from the MWs were analyzed for GRO, DRO, BTEX, and naphthalene. Boring B8MW was additionally sampled for PAHs. MWs B2MW, B6MW, and B7MW were ND for all contaminants sampled for. B4MW detected DRO and benzene, B5MW detected DRO, and B8MW detected GRO, DRO, BTEX, naphthalene and 10 PAHs. Those analytes exceeding the MTG cleanup levels in any of the wells were, in mg/kg, DRO to 29.1, and 2-methyl naphthalene at 0.197. MW sample results for DRO in B4MW exceeded the GW cleanup levels in all of its sampling events (4) with no trend established. Dept to GW below the ground surface varied between 4.5’ in B2MW and 6.6’ in B6MW. The GW flow direction was calculated to be south-southeast. Bill Petrik

4/28/2011 Site Characterization Report Approved Sent a letter this date with comments on the CSP review of the Shannon & Wilson, Inc. (S&W) “Site Characterization, Wells Fargo Data Center, 6831 Arctic Boulevard, Anchorage, Alaska, ADEC File No. 2100.38.492” dated December 2010. The CSP requested that IDW soil and water from the September 2010 investigation be disposed of at an approved waste disposal facility and the related receipts for their disposals are forwarded to the CSP for review. A work plan to perform further characterization of the soil and groundwater at the site to determine the lateral extent of contamination to the west of the subject former UST location was requested by June 15, 2011. Please include a section to further evaluate the potential risk for outdoor air inhalation including an evaluation of the pavement for cracks in the area of the former UST. Based on information supplied to the CSP to date, neither a Cleanup Complete nor a Cleanup Complete with Institutional Controls status can be granted at this time. From each boring, two soil samples will be collected from the GW interface and from area of highest screening and/or olfactory visual results. A total of up to six soil samples will be collected plus one duplicate. From the eight onsite MWs, eight groundwater samples plus one duplicate will be collected. 3/13/2012 Site Characterization Report Approved On this date, ADEC Received the Additional Site Characterization Wells Fargo Data Center Report submitted by S&W, dated December 2011. Site work included: installing two near-slab gas probes; installing three soil borings advanced 8 to 9.5 ft. bgs (completed as monitoring wells B9MW, B10MW, and B11MW); and collecting water/soil samples. From each boring, two soil samples were collected from the GW interface and from area of highest screening and/or olfactory visual results. A hydrocarbon odor was noted in the moist soil from bore hole B11MW at a depth of 3.7 to 5.5 ft. bgs. Only one out of the seven soil samples collected contained contaminants above ADEC cleanup levels. A soil sample collected from B11 at the GW interface 4 to 6 feet bgs contained DRO at 309 mg/kg. Groundwater samples were collected from five historic MWs and the three new MWs; B4MW through B11MW. Sheen and/or odor was noted on purge water from B4MW, B5MW, B8MW, and B10MW. Only three of the MWs (B4MW, B8MW, and B10MW) contained contamination above cleanup levels with DRO up to 3.69 mg/L. GW was encountered between 4.5 and 6.7 feet bgs flowing to the southeast. Two soil gas samples collected from only one of the gas probes installed to a depth of 3.5 feet bgs did not contain detectable concentrations of PAHs. The other gas probe contained groundwater, therefore was not sampled. The 3-story building contains a basement that is 12 feet bgs with a concrete floor. It is used for storage and rarely occupied. The rest of the building is used for office space. Grant Lidren

8/2/2013 Update or Other Action On this date, ADEC received the “INDOOR AIR SAMPLING, 6831 ARCTIC BOULEVARD, ANCHORAGE, ALASKA” submitted by S&W, dated June 20, 2013. Three 6-liter canisters were used to collect indoor air samples, which were analyzed for benzene. One canister was placed in the partial basement near the loading dock. Two canisters were placed at discrete locations within the first floor of the existing structure near the loading dock. The canisters were filled at a fixed flow rate of 3.5 mL/min using a flow controller calibrated by the laboratory. The canisters were retrieved after a minimum of 24 hours. The air samples contained detectable levels of benzene up to 1.3 ug/m3, which is below the indoor air benzene target level of 16 ug/m3. Grant Lidren

Monitoring well B11MW was observed jacked out of the ground 2 inches with pavement breaking around the monument. No issues noted at B9MW or B10MW. Based on the information provided to date and the administrative record, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment.
