Problems/Comments

ADEC received a report of twenty 55-gallon drums that were approximately 100' from the Stebbins' landfill. The drums are in poor condition, many with rusted bullet holes. Some have varying amounts of waste oil in them. An estimated total of 7 gallons recoverable product remains in the drums. In the July 15/16, 2003 email chain to Ed Meggert and other SPAR staff, the USCG sent information that this site was above tidal influence and that there was an elevated gravel road between the drums and the shoreline. According to the Foss Environmental report cited in the USCG email dated July 25, 2003, the site is approximately 3/4 mile from the coastline with no means of product entry into the watershed. The Foss Environmental report is not in the CS file. Stained soil around the drums was observed in the printed file photos from 2003. Grass is growing through the stained soil. The horizontal and vertical extent was not defined. Site was transferred from PERP (file number: 650.02.003, spill number: 03389918801). The IGAP Coordinator, Jerome Pete, took pictures of the drums, the stained ground, and the site's proximity to the Stebbins Landfill in October 2009. These photos are attached electronically with two printed out and included in the file. Although there is noticable staining on the surface there is also dense underbrush growth in most areas around the drums.

8/19/2009 Update or Other Action Contact with the Coast Guard Environmental/ Fire Prevention Branch in Kodiak. 907-487-5320X246 Teresa Scott is trying to get information on the 2003 visit and sampling data for the contents of the drums. Jerome Pete the current EPA/IGAP Coordinator found the names of the three people that came to Stebbins on July 14, 2003. Lt. Chris Friese, Lt. Ken Phillips both with USCG, and Mike High a Hazmat Technician with Foss Environmental did the site visit and took samples from the drums. Stebbins has no record of any follow-up from USCG. Ted Katcheak was the EPA/IGAP Coordinator who reported the spill to ADEC on July 5, 2003. Pam Clemens
10/12/2009 Update or Other Action See Attachments for the new photos taken by Mr. John Pete, the Assistant IGAP Coordinator, of the drums and surrounding area last week. Mr. Jerome Pete, the IGAP Coordinator, sent them in. He had also given me information on the site visit by the Coast Guard and Foss Environmental in July 2003. Mike High with Foss Environmental and Lt. Chris Friese and Lt. Ken Phillips with the USCG were in Stebbins July 2003 and took samples from the drum contents. There is speculation that these drums may have come from the "City Garage, AVEC, and oil brought to the City for storage." Notes from the site visit say that the drums appear to have been there for a while and the bullet holes were rusted in 2003. See attached emails. Pam Clemens

3/28/2014 Update or Other Action I spoke with Jerome Pete, the IGAP coordinator for Stebbins on this day. He stated that they do not currently have funding for any investigations at this site. However, he also mentioned that a consulting firm is planning on traveling to Stebbins this summer. I suggested that he contact the firm and get a quote for work because it might save them money if somebody is already out there. Joshua Barsis
