Problems/Comments
Phase I site investigation sampling detected polycyclic aromatic hydrocarbon (PAH) contamination in beach sediments and putrefied solid waste in the lower intertidal. Areal extent of tar or creosote substance is about 180 square feet. The tar spill is believed to have originated from a boardwalk on pilings; no upland fuel storage or migration path has been identified. Proposed remedial plan is hand excavation and off-site treatment. Historical spill source during or after suspension of facility operation is estimated to have occurred 75 to 120 years ago.

7/19/2005 | Cleanup Plan Approved | At the Naha Bay (former) Cannery Site, a prospective purchaser Phase I site investigation sampling detected PAH contamination in beach sediments and putrefied solid waste in the lower intertidal. Areal extent of tar or creosote substance is about 180 square feet. The tar spill is believed to have originated from a boardwalk on pilings; no upland fuel storage or migration path was identified in the follow-up site inspection by DEC staff and a representative of the current landowner. Proposed remedial plan to hand excavate material from Site #3 for off-site treatment is approved. Sediment removal from Sites #1 and #2 in the intertidal are not required by petroleum regulation but if a nuisance based removal action of the putrid solid waster material is planned then it must be coordinated and permitted with Department of Natural Resource Alaska Coastal Management Programs and conducted according to the DEC approved plan. | Bruce Wanstall |
7/26/2005 | GIS Position Updated | On-site GPS latitude longitude data supplied by Project Manager using Garmin 75 GPS calibrated to NAD 83 datum; to verify level of accuracy data is projected on USGS 1:50,000 topographic map using Topozone Pro web utility. Accuracy estimate is high; within 10 meters of the site. Map projection saved at G:\SPAR\Spar-Contaminated Sites\38 Case Files (Contaminated Sites)\1516 Ketchikan\1516.38.037 Naha Bay Cannery. | Bruce Wanstall |
8/2/2005 | Update or Other Action | Letter received from Office of History and Archaeology recommending the property be surveyed by an archaeologist and if results warrant, that a monitor be present during the removal of contaminated material. Discuss request with DNR tidelands management staff. Issues discussed with consultant. | Bruce Wanstall |
8/30/2005 | Update or Other Action | Landowner transaction deed reviewed; change made in database record. | Bruce Wanstall |
9/6/2005 | Update or Other Action | Request made to the Responsible Party to coordinate archaeological survey and Title 41 habitat review of the site. | Bruce Wanstall |
9/19/2005 | Update or Other Action | Discussion with Responsible Party legal representation; RP declines DEC request to complete archaeological survey of the property. | Bruce Wanstall |
9/20/2005 | Update or Other Action | Site attributes were sent by email and discussed with Office of History and Archaeology staff; potential artifacts may alternatively be considered a nuisance for future residential use of the property. | Bruce Wanstall |
11/7/2005 | Update or Other Action | SCP application by Sealaska is under development and is coordinated with DNR Habitat staff for December work schedule. | Bruce Wanstall |
11/30/2005 | Update or Other Action | Review of Sealaska Streamlined Cleanup Application by DEC and DNR has shown that contamination extends into state tidelands. Office of History and Archaeology has designated the site of historical importance; regulation requires that an observer be present during the site cleanup to map and record the significance of artifacts that relate to operation of the cannery dating back to the 1890s. Sealaska is notified of the added requirement to the workplan scheduled to take place in mid-December. | Bruce Wanstall |
2/8/2006 | Meeting or Teleconference Held | Attended a meeting with Garth Zimbleman, project manager for the Army Corp of Engineers, to discuss the Naha Bay project (s) permitting status to facilitate completing the site cleanup. Completing the COE permit will include a 30-day review public review period. As requested by the DEC, the property owner is conducting an archaeological survey on the property to meet State Historical Preservation Office and Alaska Coastal Management Program requirements. A revised site cleanup plan to include an archaeologist on-site has been discussed with Sealaska Environmental but is still in development and has not been received by the DEC. | Bruce Wanstall |
3/15/2006 | Update or Other Action | Streamlined Cleanup Program application with a corrective action plan (CAP) recieved from Sealaska. CAP appears acceptable to the DEC, State Historical Preservation Office and Army Corps of Enginneers but final approval depends on comparison with a pending archaeological audit of the 60 acre property submitted by the landowner with a Corps permit application to conduct shoreline construction on the property. | Bruce Wanstall |
5/24/2006 | Update or Other Action | Received and reviewed the ACMP consistency review of the Kemp projects for the Naha Bay property at the "Old Loring Saltery and Cannery" site. The Kemp "Archeological Investigations at KET-009, U.S. Survey 8, Loring Southeast Alaska" written by Paul Rushmore of Peleo Logics (2006) referenced by the State Historic Preservation Office in the ACMP review document has not been forwarded to the DEC as of this date but appears to have opened the door for the cleanup to move forward. | Bruce Wanstall |
7/28/2006 | Update or Other Action | Organize and review the file; contact the RP on status of cleanup schedule and strategy | Bruce Wanstall |
1/12/2007 | Update or Other Action | Cost recovery check recieved for project management expenses incurred by ADEC; $5,054.79 from Sealaska Environmental. | Bruce Wanstall |
1/29/2007 | Site Closure Approved | ADEC issued a Site Closure Decision to Sealaska Environmental Inc. following their successful contaminated material removal action at the former Naha Bay Cannery Contaminated Site. | Bruce Wanstall |
