Problems/Comments

Trans American Glass, a leasee of the property hired GaiaTech to perform both a Phase I and Phase II site assessment (SA) in June, and August of 2005. The Phase II identified 12.5 micrograms per liter (ug/L) benzene in the onsite water well; 7.2 ug/L benzene and 1.89 mg/L diesel range organics in groundwater samples taken from the site. A buried 300-gallon heating oil tank was installed along the south wall of the warehouse in the early 1980s. This tank located less than 10 feet from the onsite well, was originally suspected to be the cause of the groundwater contamination. Tetrachoroethene was identified below cleanup levels in groundwater from the leach field. Analysis of samples from the drinking water wells at Warehouse 4, 5, and 6 contain benzene above the maximum cleanup level (MCL). Samples from onsite wells at Warehouse 7, and 8 were non detect. The well at the nearby Veterinary Clinic was sampled in response to the discovery of this groundwater contamination, no analytes were above the detection limits. The site is served by an onsite well and septic system. The well is located inside the building, and is reportedly not used for drinking water due to the high iron content of the water. The warehouse has two floor drains which have been sealed over. How long the floor drain was in use is not known at this time. This warehouse is one of eight built in the mid-1980s on three adjacent lots by Don Pruhs. The property sold to the new land owner in October 2005, prior to the SOA and the previous landowner receiving the SA. Midnight Sun is located on the Pruhs Industrial Warehouse Complex, and is designated as Warehouse #1. Most of the Midnight Sun lot was being used to store used oil drums during a site inspection conducted in December 2005.

12/23/2005 Update or Other Action Distributed Fact Sheet and cover letter explaining that benzene contamination has been found in 3 wells (Warehouses 4,5 and 6). The source of the contamination has not been determined. Warehouse #1 has waste oil drums stored on the property and could be contributing to the groundwater contamination. Don said the floor drains in the Midnight Sun Fleet repair Warehouse were never connected to the septic system, they were connected to a 2" pipe. Kim DeRuyter
1/4/2006 Update or Other Action Received call from Don Pruhs; he received the PRP letter yesterday. Mr. Pruhs agreed to send the requested information, and to hire an Environmental Contractor to characterize the site. We discussed closing the remaining floor drains, and replacing the heating oil tanks, potentially with natural gas which is supplied to Warehouse #3. We also discussed the possibility that the benzene may be from an offsite source. Mr. Pruhs verified that the wells were only about 20 feet deep. Kim DeRuyter

2/6/2006 Update or Other Action Received phone call from Don Pruhs, he will be in town in March, and would like to discuss a less costly alternative to site characterization than the 6 permenant monitoring wells proposed by his consultant. Don stated that the Midnight Sun floor drains were connected to a pipe which drained to the surface, not to the septic system. Kim DeRuyter
3/1/2006 Meeting or Teleconference Held Met with Don and Dave Pruhs to discuss the site cleanup process. They would like to do as much of the soil excavation work as possible. I explained that an ADEC qualified person needed to oversee the site assessment and remediation process. We discussed using temporary push points to collect soil and groundwater samples to delineate the source of the plume, and consider installing permenant monitoring wells at a later date. Don provided some site history which indicated that surface staining from Warehouse #1 was likely the source of the benzene in the groundwater. A former Hydraulic Repair shop in Warehouse #3, and the Auto Glass shop in Unit #4 could be potential sources. They plan to collect samples from the remaining 3 warehouse drinking water wells this spring and work with a consultant to further delineate the contamination this summer. Don worked with EPA to close the floor drains in 1988, however some tenants may have reconnected them. Unit #1 floor drains connected to a pipe to surface soil. 7/19/2006 Meeting or Teleconference Held Met with Dave Pruhs and Brian Borjesson to discuss plans for further site characterization. A phased approach to determine if offsite sources were impacting the Warehouse complex was discussed. 7/11/2007 Update or Other Action No work has been completed on the site since fall 2006. The adjacent Kobuk facility is being assessed and tanks have been removed. The Kobuk facility, however, is believed to be downgradient or cross-gradient of the Pruhs property so an unlikely source of contamination of the drinking water wells. An assessment of the sources on the Pruhs property are necessary as well as the potential for off-site migration. 8/24/2007 Update or Other Action Spoke with David Pruhs today to get an history on the site and current status. He was awaiting the results of the Kobuk site assessment and then wanted to contact an environmental consultant to see where to go from here. I indicated I could get him the results of the Kobuk site assessment and I sent him a partial list of consultants that are located in Fairbanks. He indicated he would come by next week to pick up the Kobuk information. Ann Farris
9/10/2007 Update or Other Action Staff met with David Pruhs to discuss the site and the adjacent property, Kobuk Feed and Fuel. I gave him a copy of the latest report from the Kobuk tank removal, but indicated that I thought it was extremely unlikely that contamination was migrating to his property from the Kobuk property, which is downgradient. He said he was going to have the water wells on site resampled and hire a environmental consultant to investigate the rest of the site with a direct push rig. Ann Farris
12/5/2007 Update or Other Action Staff contacted Mr. Pruhs. He indicated he has contacted Hoefler Engineering to conduct a release investigation in the summer of '08. The approximate schedule is collect drinking water well samples again in Feb. 08, submit a workplan to DEC by early April, begin field work in May using direct push technology. Ann Farris
5/14/2008 Update or Other Action Staff met with the RP and his consultants to discuss the necessary work. The plan is to collect another round of samples from the drinking water wells in May and send me the preliminary results. Wells will be sampled for BTEX, napthalene, and DRO. Additionally they will put together a work plan for excavation and sampling of the drum storage area on Midnight Sun Fleet Repair where there is obvious staining. 9/11/2008 Update or Other Action Staff received results from drinking water well at buildings 4,5,6 and soil sampling at Bldg. 1, the Midnight Sun Fleet Repair. Drinking water well results were 9.32 ppb benzene to 16.8 ppb. There were low levels of DRO (less than 0.44 mg/L) The highest concentration was in the further east well, at bldg. 6. The soil results were from surface samples and had significant diesel and residual range organic concentrations. The soil results are consistent with the waste oil burning operations and drum storage that was reported there, but do not appear to be the source of the benzene in the groundwater. Additionally staff reviewed work from the Kobuk side, located to the west of industrial park. Looking at all of the information and the area hydrology, there is no evidence that Kobuk is the source of the contamination on the industrial park. Ann Farris
10/30/2008 Update or Other Action Staff met with the RP's consultant and discussed the options for work at the site. The soil at the Midnight Sun Fleet Repair site does not appear to be the source of contamination in the drinking water wells so additional investigation is needed or institutional controls need to be established to prohibit use of the groundwater for drinking water. Additionally the soil should be treated at the Midnight Sun Fleet repair and a sample from the drinking water well at "Used-a-Bit" should be sampled. The current owner of the property would like to connect city water and is willing to work out something with the RP. The owner is unwilling to accept the IC without another water source. There was no resolution at this meeting. Staff will contact the RP with a formal letter lining out the options at the site. Ann Farris

7/10/2009 Meeting or Teleconference Held Staff met with Dana and Dave Pruhs and John McCoy. They plan to take the following steps: Sample the downgradient drinking water well. There was 3.5 ug/L benzene in the well, indicating potential offsite migration from the Pruh’s property. 8/23/2016 Update or Other Action Letter sent to Pruhs indicating that additional evaluation of the risk of exposure to groundwater contamination and vapor intrusion is needed. Contaminated groundwater may be moving off the property and affecting a down gradient supply well. Vapor intrusion potential also needs to be assessed to determine if it also is an exposure risk. Topics discussed include PRP identification, historical background of the site and nearby properties, and additional investigative work that is needed to consider the site for closure. The trust fund used to cover site cleanup costs is exhausted and new RPs will need to be determined.
