Problems/Comments

Tetrachloroethene (PCE) contamination (1.7 parts per million (ppm)) was discovered at the location of a former laundry/dry cleaner when a Phase II Environmental Site Assessment in preparation for a road widening project. Alaska Department of Transportation and Public Facilities (ADOT&PF) acquired the property via eminent domain during 2011. Additionally, between April and June 2015 during environmental site assessment activities for building demolition, petroleum and solvent contamination was confirmed and recorded under spill no. 15309915602. Two underground storage tanks (USTs) and the building foundation and footer were removed. The following contaminants were confirmed in soil above DEC cleanup levels: South excavation (3,000-Gallon UST removal) diesel range organics (DRO) and PCE; North excavation (9,000-Gallon UST removal) diesel range organics (DRO) and PCE; Building foundation and footer excavation PCE and trichloroethene (TCE). After building demolition, clean fill and a liner where installed on the site to prevent exposure to subsurface contamination. Contaminated soils in the ROW were managed under RCRA/ADEC oversight (including a Contained-In Determination) during the road improvement project. Long-term management of the site is still pending.
