Problems/Comments

Historical contamination from a former laundry and dry cleaning facility. Soil contamination of TCE concentrations of 0.125 to 1.20 mg/Kg (0.02 mg/kg cleanup level) and PCE concentrations of 0.036 to 0.125 mg/Kg (0.024 mg/kg cleanup level). In the past groundwater contamination of TCE concentrations of 0.0048 to 0.008 mg/l (0.005 mg/l cleanup level) and PCE concentrations of 0.0019 to 0.062 mg/l (0.005 mg/l cleanup level). Based on available data the solvent contamination appears to be confined to the Tesoro property and moving towards the northwest, west, and southwest. Benzene and GRO contamination were attributed to the leaking underground storage tank system, and handled by Tesoro Alaska. Groundwater flow direction is generally to the northwest, west, and southwest, but on the southern edge of the property the groundwater appears to flow to the south by southeast. Depth to groundwater is around 7 to 8 feet below ground surface. A former dry cleaning facility and automobile repair shop in the late 1950's which was located just north of the existing Tesoro building. Site is now the Tesoro Northstore #56. Leaking underground storage tank contamination identified in 1998 at Tesoro Northstore #56 (see file number 2100.26.088) was remediated to site cleanup levels in 2005. Another gasoline release was discovered at the Tesoro Northstore #56 on February 4, 2009 (see file 2100.26.562) was cleaned up and closed in 2011. The most recent groundwater sampling (in 2009 by Tesoro) for PCE and TCE was non-detect in that area of the property. Tesoro decommissioned all of their remaining monitoring wells in 2011. There are currently no monitoring wells on the property. The level and extent of the solvent contamination needs to be defined and monitored to determine if corrective action is required. New groundwater monitoring wells need to be installed to monitor for groundwater contamination and to check for solvents below the groundwater. The buildings need to be assessed for vapor intrusion.

3/3/2000 Streamlined Cleanup Program March 3, 2000 Groundwater monitoring event. TCE and PCE contamination was not detected in the 2 monitoring wells (MW-7, MW-8) sampled. Monitoring well MW-7 is located off property to the south by southwest of the site. Monitoring well MW-8 is located off property to the south by southeast of the site. The monitoring wells (MW-1, MW-2, MW-3) that had previously shown TCE and PCE contamination were not sampled during this event. Depth to groundwater is 7 to 8 feet below ground surface. 4/26/2000 Document, Report, or Work plan Review - other Two drinking water wells (4432 Wright Street and 4424 Wright Street) located just to the south of the site were sampled on 4/26/00 and 4/3/00 respectively. They were both non-detect (<.0005 mg/l) for volatile organic compounds (which includes benzene, PCE, and TCE) by method 524.2. They were not able to sample a third drinking water well located at 4430 Wright Street. Robert Weimer
7/30/2001 Update or Other Action July 30, 2001 Groundwater monitoring event. Up to 0.008 mg/l TCE (0.005 mg/l cleanup level) and 0.062 mg/l PCE (0.005 mg/l cleanup level) in the groundwater (monitoring well MW-2). The contamination concentrations have increased in MW-2 since the previous sampling event (1999). Depth to groundwater is 7 to 8 feet below ground surface. 5/30/2005 Update or Other Action A three foot diameter dewatering well was installed to a depth of 16 feet below ground surface (bgs) approximately 18 feet south of monitoring well MW-2. This well was centered in the former laudromat building footprint. At 8 feet bgs 0.125 mg/kg (0.024 mg/kg cleanup level) Tetrachloroethylene (PCE) and 1.2 mg/kg (0.02 mg/kg cleanup level) Trichlorethylene (TCE) found in soils. At 16 feet below ground surface 0.036 mg/kg PCE and 0.125 mg/kg TCE in soils. Groundwater was encountered at 12 feet bgs. Because of this contamination the dewatering well was not used and it was decommissioned on June 10, 2005. Robert Weimer
6/27/2005 Update or Other Action A No Further Action letter is issued by ADEC for the Tesoro - Northstore #56 site (file number 2100.26.088) regarding the petroleum contamination identified during facility upgrade activities for the underground storage tank system in 1998. During the site investigation work for the Tesoro - Northstore #56 site solvent contamination was identified that appears to be related the former dry cleaner or garage on the property. Robert Weimer

2/27/2008 Update or Other Action Talked with real estate agent for the property owners. We discussed the site history and probable work needed to be done on the site. We discussed that the latest site data (from 2005) shows soil and groundwater contamination remaining above site cleanup levels. He said that he would talk to the property owners about hiring a consultant to collect groundwater samples to assess the current contamination levels in the groundwater. Robert Weimer

4/6/2009 Document, Report, or Work plan Review - other Three soil borings were drilled and sampled on February 12, 2009 near the current gasoline underground storage tanks located on the north end of the Tesoro #56 property to help investigate the new gasoline release discovered on 2/4/09. The soil boring were drilled to 13 to 14 feet below ground surface. Up to 0.0921 mg/kg benzene (0.025 mg/kg cleanup level), 87.9 mg/kg GRO (300 mg/kg cleanup level), <0.0628 mg/kg TCE (0.02 mg/kg cleanup level), and 0.241 PCE (0.024 mg/kg cleanup level) were found at the locations and depths sampled. One of the borings to the east of the tanks (located cross gradient to the contamination) was completed as a monitoring well (MW-09-1) and the groundwater sample collected from that monitoring well was non detect for BTEX, GRO, TCE, and PCE. 8/21/2009 Site Characterization Report Approved A new Tesoro Northstore #56 - 2009 site (file number 2100.26.562) was identified during the removal of two gasoline underground storage tanks (UST’s), dispenser islands and associated piping on the property on August 17 through August 21, 2009. Approximately 112.7 tons of hazardous solvent and petroleum contaminated soil was transported off-site for treatment/disposal to Tacoma, Washington. The soil samples taken from the bottom and side walls of the UST’s excavation did not detect any of the contaminants of concern above the soil cleanup levels. The soil samples taken from the dispenser islands and associated piping excavations detected Benzene at 0.0604 mg/kg and GRO at 1,159 mg/kg at 6 feet below ground surface under dispenser #2. The groundwater sample taken from the groundwater depression in the UST excavation pit did not detect GRO or BTEX above the groundwater cleanup levels. The extent of groundwater contamination related to the dispenser island contamination is unknown at this time. The recommendation that a release investigation be performed in the fall of 2009, including the advancement of five soil borings constructed into monitoring wells to further characterize the extent of residual contamination at this site and the possible impact on the groundwater. 6/22/2011 Site Characterization Report Approved February 10, 2011 groundwater monitoring event conducted by Tesoro's consultant. Five monitoring wells were sampled, up to <0.005 mg/l benzene, 0.00216 mg/l xylenes, and 0.146 mg/l GRO in the groundwater, an increase in one of the five monitoring wells. Analysis was not conducted for solvents (PCE and TCE) during this monitoring event. The depth to groundwater ranged from 7.93 to 8.56 feet below ground surface. The groundwater flow direction was toward the southwest, historically the groundwater flow direction has ranged from north by northwest to southwest. One monitoring well is located in the former tank excavation, and the other four monitoring wells are located near the former dispenser island. Robert Weimer
7/28/2011 Site Characterization Report Approved On July, 2011 Tesoro excavated soil near the former dispenser area that previously had gasoline contamination. Confirmation soil samples were collected between 7.5 and 11 feet below ground surface. All excavation and stockpile samples were non-detect for solvents, and met cleanup levels for BTEX and GRO. Groundwater was encountered at 9 feet below ground surface in that area. Robert Weimer
