Problems/Comments

Four 55-gallon drums with unknown contents, multiple disabled vehicles, and surface stains observed on property. Test pits in suspected contaminated areas revealed exceedances of ADEC Cleanup Method 2 Levels for DRO up to 22,100 mg/kg and RRO to 35,700 mg/kg.

Soil contamination detected in the one of the test pits exceeded ADEC cleanup levels, with a diesel range organics (DRO) concentration of 10,400 mg/kg in Test Pit 4 at a depth of 2-2.5 feet. 9/8/2008 Report or Workplan Review - Other ADEC review letter issued for Phase II ESA report dated 4/28/2006 received 6/19/2006. Letter notes that ADEC has no record that the contaminated soil identified in exploratory test pits in April 2006 was excavated or otherwise addressed in accordance with Department regulations. Excavation of 72 tons or approximately 30 cubic yards of stockpiled soil that was approved for transport to ASR was not reported in the Phase II ESA or any subsequent documents, and appears to have been excavated without oversight by a qualified third party consultant and without excavation confirmation sampling, reporting, etc. ADEC records do not include a report documenting the date or dates the soil was excavated, and did not identify the person(s) who excavated the soil, the location of the excavations, excavation confirmation sampling results, or other information documenting environmental work.
