Problems/Comments

On November 23 to 25, 2001, a private property owner conducted a burn of a 40 foot mobile home, a 25 foot travel trailer, a Quonset hut, and the contents of the structures; at two sites on the property. It was reported that several cars with lead acid batteries were also burned at that time, but the RP denies that fact. (There is a picture from the Seward newspaper in the file, submitted by a neighbor, which shows a vehicle burning.) High levels of lead contamination were found at the burn sites and on the property next to the burn sites. Approximately eight cubic yards of lead contaminated soil was excavated and stockpiled on site. (Lots 43, 44 & 45 KPB Parcel Number 14512108, Clyde King Subdivision owned by Doreen Lorenz. Lot 46 is owned by Russell Maddox.) Update - June 2009: The contaminant of concern is lead. See report review action dated 6-28-09 for sample analysis. Additional soil was added to the stockpile totaling aproximately 36 cubic yards. Matthew Carr, OSC with EPA (Anchorage Office) verified over the phone that he authorized the transport of the approximate 36 cubic yards of stockpiled soil to an approved facility for remediation. 6/24/2009 Update or Other Action Spoke with Matthew Carr, OSC / EPA - Anchorage Office 271-3616 to verify that the stockpiled soil was removed from the Lorenz property and taken to an appropriate remediation facility. 6/28/2009 Document, Report, or Work plan Review - other Reviewed EPA Region 10 START-2 (Superfund Technical Assessment and Response Team) Preliminary Assessment/Site Inspection report dated January 2004. The report was prepared by Ecology and Environment, Inc. Groundwater was evaluated in existing wells on Lots 43, 44, and 45, in June 2003, before access to these lots was denied. No soil samples were collected from Lots 43, 44 & 45. Twenty-two surface and sub-surface soil samples were collected from Lot 46 in June 2003. The highest level of lead found in the soil samples from Lot 46 was 112 mg/kg 10 - 12 inches bgs. Soil and groundwater concentrations of lead were below ADEC and EPA cleanup levels. After review of this report EPA issued a letter to the property owners stating: "...EPA has determined that no further action is warranted at the site....EPA's no further action designation does not relieve your facility from complying with appropriate Alaska State regulation." The disposal of the stockpiled soil from Lots 43, 44 and 45 is the only issue that remains. (Ash fall and debris from Lot 46 had previously been disposed of.) Pam Clemens
