Problems/Comments

Release of an unknown quantity of diesel fuel from an aboveground home heating oil tank. DRO and BTEX above ADEC cleanup levels. Contamination appears to have migrated onto adjacent property. Excavated soil was stockpiled at off-site property (12314 Rail Court, Moose Pass; Sec 23, T1N, R1W, Seward Meridian; Lot 3, Block 2, Marathon View 2 Subdvision; Kenai Peninsula Borough Parcel ID 14401330) in preparation for landfarming.

Money is a problem at this point. He also plans on backfilling the excavation this spring. 6/7/2007 Update or Other Action Received several telephone calls from the neighbor, Willow Sherrill, about the status of the cleanup. Via email, I contacted Jeff Joseph in Spain about his plans. The excavation will be backfilled with clean gravel the week of 11 June 07. After discussing the site with the ADEC program manager, it was determined that there is a high potential for a high risk to human health and the environment. If the owner is unable or unwilling, State funds will be secured to conduct a site assessment & GW monitoring. An email was sent to Jeff Joseph explaining the potential risks, steps that need to be taken this summer and that if he's unable/unwilling to conduct the site work, State funds will be secured to perform the work. The State's costs will be recovered through the cost recovery process. A response by 15 July 07 was required. Willow Sherrill has hired Shannon & Wilson as her consultant to oversee the site assessment work. Any site work will be coordinated with her and her consultant. Donald Seagren
8/7/2007 Update or Other Action No response actions completed at the site all summer. Developed formal cost recovery notification and site access agreement, and then emailed them to the site owner in Spain. Gave to the end of the week before ADEC would start developing RFP to have a term contractor conduct the site assessment prior to freezeup 07. Potential for risk to human health and the environment is high. Until additional information is known about the extent and nature of the contamination, the Department considers this a high priority site. Donald Seagren

Funding the work is an issue that is holding up conducting the site work. They also plan to backfill the excavation as long as there are no further problems from the neighbor. 2/8/2008 Update or Other Action Talked with consultant on project status. After submitting draft assessment plan to Jeff Joseph, all communications have ceased. Nothing has been done since November 07. The DOL/AGs office has been contacted to obtain legal site access for ADEC contractors to conduct the assessment &/or any additional remediation work that may be required. 3/24/2008 Update or Other Action Working with the AGs office, a Notice of Liability letter was sent to Jeff Joseph. The letter covered obtaining site access to conduct a site assessment and payment of current cost recovery bills. Mr. Joseph was given until 15 May 08 to respond. 1/11/2010 Update or Other Action This entry is intended to update the status of this project. ADEC hired a State contractor, SLR, to perform additional site assessment work in the effort to identify the lateral and horizontal extent of residual heating oil contamination and to determine residual concentrations, in order to be able to evaluate the risk any residual hydrocarbon contamination may pose to human health or the environment. Field work was performed in the fall of 2008 and a final report was received in March of 2009. Some residual soil contamination was detected in near proximity to the spill, and cleanup excavation pit area. Six groundwater monitoring wells were installed, sampled, and tested. The laboratory reported all analytes at less than their method reporting limit, with the exception of napthalene in MW-5. Napthalene was reported at a concentration of 0.0395mg/L, and the ADEC groundwater cleanup level for Napthalene is 0.73mg/L. Groundwater quality in all six monitoring wells met all applicable ADEC groundwater cleanup levels. Residual heating fuel contamination at this site was detected at relatively low concentrations in soil, and the impacts to groundwater appear to be restricted to the immediate spill area. Site conditions do not indicate any substantial risk to human health or the environment at this time. ADEC plans to resample the GW monitoring wells sometime after July 2010 (in the new State fiscal year). Following a second groundwater sampling event, ADEC expects to have sufficient water quality data to reach on decision concerning the need for any additional cleanup response work. Paul Horwath

8/5/2010 Cleanup Complete Determination Issued Cleanup Complete Determination issued for site. Approximately 300 cubic yards of DRO contaminated soil remains on site that meets ADEC soil cleanup levels intended to be protective of incidental human contact or ingestion of the soil, however, they still fail to meet ADEC's Migration to Groundwater soil cleanup level. The excavation of this remaining contamination would reportedly require the removal of an existing shed, excavation of soils below the groundwater table, and the removal of an existing waste water disposal leach field on the neighboring property. Approximately 280 cubic yards of contaminated soil were removed from this site and trasported to Lot 3, Block 2, Marathon View 2 Subdivision, located at 12078 Rail Court, within Section 23, Township 1N, Range 1W, Seward Meridian. These soils are being worked as a new site in the Contaminated Site Database and proper treatment and disposal of these soils must be completed. The estimated area of remianing soil contamination is identified on SLR's Figure No. 4 attached to the decision letter. The remaining monitoring wells need to be decommissioned according to the February 2009 ADEC Monitoring Well Guidance and documented in a wirtten report submitted to ADEC. Paul Horwath
8/24/2011 Document, Report, or Work plan Review - other Reviewed and approved the Revised Work Plan for Monitoring Well Decommissioning at 35049 and 35061 Seward Highway, Moose Pass, Alaska, dated August 24, 2011, by Restoration Science & Engineering. The approval to use bentonite chips to seal the voided boreholes using the proposed and described methods within the work plan is acceptable because the monitoring wells are not deep, and ensuring that the bentonite chips flow out the bottom of the well casing/screen as the casing/screen(s) are withdrawn, to ensure the chips fill and seal the borehole void. 9/23/2011 Long Term Monitoring Complete Received and reviewed the September 23, 2011, Monitoring Well Decommissioning Report at 35049 and 35061 Seward Highway, prepared by Restoration Science & Engineering, LLC. The report confirms that all 6 groundwater monitoring wells have been acceptably decommissioned. Paul Horwath
10/7/2011 Document, Report, or Work plan Review - other Reviewed the Monitoring Well Decommissioning Report at 35049 and 35061 Seward Highway, Moose Pass, dated September 23, 2011, from Resortation Science and Engineering, LLC. On September 12, 2011 the remaining groundwater monitoring wells (MW-1 through MW-6) were decommissioned. The end caps could not be punctured, therefore each of the well casings were pulled intact. Approximately 25 pounds of bentonite chips and approximately 5-gallons of water was added to all bore holes. The well casing from MW-5 broke off approximately 4 feet bgs at the PVC riser/screen connection; therefore bentonite chips and water was added directly into the PVC piping.
