Problems/Comments

In September 2005, historic fuel contamination was discovered during construction project for the Type III Hydrant Refueling System. A total of 13 new sites (Sites A through M) were identified with elevated field screening results, 10 related to the former fuel hydrant system, 2 related to contaminant migration from the former hydrant system along buried utility structures, and 1 related to historical burial of POL soaked rags. Additionally, 12 underground storage tanks were removed at or near the three former pump houses. The site encompasses approximately 80 acres, of which approximately 29 acres were field screened during excavation activities. More than 2,750 headspace field screening samples were collected to assess the project area. This site encompasses ST20 (DEC file 107.38.069).

11/24/2008 CERCLA ROD Periodic Review ADEC issued a letter of concurrence on the 2008 Five-Year ROD review for Eielson AFB. In the letter ADEC concurred with the current remedies but recommends further work on the following: the vapor intrusion pathway needs to be evaluated for all potential receptors at WP45/SS57 site along with further evaluation of the selected remedy to ensure the Remedial Action Objectives are going to be met. The buried drums remaining at SS35 may still contain product that may pose a potential risk to ecological and human health risk in the future. The area of buried drums identified outside of SS37 may pose a threat of an imminent release of hazardous substances and warrants further investigation or response action. As stated in the 2008 Five-Year ROD Review, the overall long-term protectiveness determination for the Sitewide OU/Garrison Slough remedy will be further investigated. 6/13/2014 Update or Other Action On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement. The FSP describes the installation of six new monitoring wells (MWs), and the subsequent sampling of those wells plus eight existing MWs, to determine if groundwater contamination is migrating downgradient of PL001 and SS086. 4/15/2016 Update or Other Action The USAF and DEC signed a memorandum for the record on 4/15/16 establishing monitoring boundaries for the entire South Loop (PL001) and airfield (SS086). Due to the difficulties in investigating and monitoring contamination within the flightline restricted areas, the monitoring boundary was established to define a management area. The boundary will be monitored to determine if contaminants from specific sites are migrating out of the South Loop (PL001) or main runway (SS086) areas. If contamination is migrating, additional activities may be required. Melinda Brunner
11/4/2016 Site Characterization Report Approved DEC Approved the Addendum to the 2014 Site Characterization Report at Source Area PL001 and 2014 Phase 2 Source Evaluation Report at Source Area SS086 (Final), dated September 26, 2016. This report is an addendum to the 2014 Site Characterization Report for Various Sites including PL001 and the 2014 Source Evaluation Report for Source Area SS086. This addendum presents the results from the 2015 soil and groundwater sampling. Additionally, it proposed remedial action alternatives for Source Areas PL001 and SS086. Long Term Monitoring (LTM) and Institutional Controls (ICs) were recommended to monitor contaminated soil and groundwater within the monitoring boundaries. Site usage and large paved areas that cannot be disturbed limit the options for remedial action and further site characterization. Remedial action alternatives would need to be revisited if land use changes in the future or if contamination starts migrating beyond the monitoring area boundaries. Monte Garroutte

11/18/2019 Update or Other Action DEC approved and signed the Interim Decision Document for sites PL001 and SS086 on Eielson Air Force Base (AFB). The sites are managed under the State-Eielson AFB Petroleum Site Restoration Agreement. This interim DD is needed because the full extent of contaminated soil and groundwater could not be established or active treatment options could not be implemented on the runway and taxiways without critically disrupting the Eielson AFB mission. The selected remedies for Source Areas PL001 and SS086 are Monitor natural attenuation of groundwater and Maintain institutional controls (ICs) prohibiting the use of, and restricting the access to, groundwater or soil until cleanup is complete.
