Problems/Comments

During foundation work and removal of an abandoned underground heating oil tank in 2007, workers discovered petroleum contaminated soil. Environmental consultant Carson Dorn Inc (CDI) collected samples from remaining soil for laboratory analysis and the highest DRO level detected was 13,300 milligrams per kilogram. At DEC’s request CDI installed two water wells for groundwater investigation. Initially petroleum odor was noticeable in both wells but sheen was not observed. In 2010 and 2012 DEC contractors examined wells MW2E and MW2W but in 2010 could only obtain a sample from well MW2W and in 2012 were able to collect samples from both the wells for laboratory analysis. Results for BTEX, GRO, DRO and RRO in the 2010 sample were below instrument detection. In 2012 DEC reduced the analyte list to only DRO and RRO. The results available from the laboratory for the well MW2W sample and field duplicate and the well MW2E sample were between instrument detection and the lab reporting limit and are considered estimated values due to matrix interference.

2/21/2008 Long Term Monitoring Established In May 2007, petroleum contaminated soil and water were encountered during foundation waterproofing on the south side basement wall. Accessible contaminated material was removed and monitoring wells were installed at each end of the excavation. Long term cleanup oversight will be accomplished by periodic testing of well water and insertion of oxidation compound to promote natural attenuation of petroleum trapped under the building foundation. 7/2/2010 Document, Report, or Work plan Review - other ADEC evaluation of the letter-report titled Groundwater Sampling, Juneau Community Building, 150 3rd Street, Juneau, Alaska by Shannon &Wilson finds the data meet field and laboratory quality assurance criteria. Two on-site wells both of which were previously identified as MW-2 are now designated as MW2E (east) and MW2W (west). Facing the front of the building looking north, the well on the left is MW2W and on the right is MW-2E. Both wells are surface mounted and appeared in good condition at the time of sample collection on June 8, 2010. An electronic water-level indicator measured water levels in each well; MW2E was unable to be purged due to low water volume and therefore was not sampled. MW2W was purged and when sufficiently recharged and stabilized, water samples were collected. Sample and duplicate were laboratory analyzed for benzene, toluene, ethylbenzene, total xylenes (BTEX) and gasoline, diesel and residual hydrocarbon fractions (GRO,DRO, & RRO). Concentrations of these analytes in the samples were either below instrument detection or below 18 AAC 75.345 Table C screening levels. Bruce Wanstall

4/11/2014 Cleanup Complete Determination Issued In accordance with 18 AAC 75.335 (b) (2), the concentration and extent of contamination has been determined to the maximum extent practicable at the UST site as referenced in the decision document. Soil contamination remaining in a subsurface soil layer on the referenced property is limited, stable and does not present an unacceptable risk to human health or the environment. The department approves closure for this site in accordance with 18 AAC 75.380, subject to institutional controls under 18 AAC 75.375, as outlined in this database record, the decision document and in a Notice of Environmental Contamination recorded on the property. These controls are necessary to ensure that soil contamination encountered during construction or other disturbances in the future is properly managed, and that current and future landowners or operators on the impacted properties are notified and aware. Notice of Environmental Contamination Since petroleum contamination remains in subsurface soil on the Juneau Community Building property above approved cleanup levels, institutional controls are necessary to ensure there is no unacceptable risk to human health or the environment, now and in the future. A Notice of Environmental Contamination (deed notice) shall be recorded in the State Recorder’s Office as an institutional control (IC) that identifies the nature and extent of contamination at the property and the conditions that current and future owners and operators are subject to.
Signed CS Determination By signing the closure determination agreement, it is the responsibility of the owner/operator/land manager to maintain the terms of the Institutional Controls as stipulated in the signed agreement. If land use and/or ownership changes, the management conditions stated in the closure determination document may not be protective and DEC may require additional remediation and revised conditions.

Description Details
When Contaminated Soil is Accessible, Remediation Should Occur When contaminated soil becomes accessible submit a work plan for DEC approval: Sub-surface soil contamination is located near the foundation of the Juneau Community Building and in the utility corridor as shown in Drawings 1 and 2 in the closure determination document as Attachment C: Site Map. When the building is removed and/or the soil becomes accessible, the soil must be evaluated and contamination addressed in accordance with a DEC approved work plan.
Restricted to Industrial / Commercial Land Use The Department of Administration Division of General Services (DGS) shall report to DEC every five years to document land use is unchanged, or report as soon as the DGS becomes aware of any change in land ownership and/or use, if earlier. The report can be sent to the local DEC office or electronically to DEC.ICUnit@alaska.gov
Excavation / Soil Movement Restrictions Any proposal to transport soil or groundwater off-site requires DEC approval in accordance with 18 AAC 7.325(i). A “site” [as defined by 18 AAC 75.990 (115)] means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership.
