Problems/Comments

The property located at 3230 Airport Way is a commercial lot containing a paved parking lot, an unimproved gravel lot, and three structures. A 1,000-gallon underground storage tank was removed from the north side of the building in 2007. Petroleum contaminated soil was encountered during UST removal activities, and approximately 30 cubic yards of contaminated soil was transported off-site for thermal remediation. Due to the proximity of the building and utility lines, contaminated soil was left in place above the cleanup level. Groundwater monitoring shows diesel range organics (DRO) and benzene present above the cleanup level.

Action Information

Action Date Action Description DEC Staff
10/11/2007 Update or Other Action Alaska Resources & Environmental Services submitted a release investigation report following the removal of a 1000 gallon heating oil tank. 4 soil and one groundwater samples were collected that identified elevated levels of DRO (11,600 to 17,800 ppm) in soil and DRO (436 ppm) and benzene (0.117 ppm) in the water. Further characterization was recommended Jim Frechione
11/5/2007 Spill Transferred from Prevention Preparedness and Response Program Site transferred by PERP staff Paul Lhotka; spill date = 8/15/07; spill no. 07309922702; substance = diesel; quantity = unknown; PERP file no. 100.02.001. Mitzi Read

11/30/2007 Site Characterization Workplan Approved Alaska Resources & Environmental Services submitted a site characterization work plan for Gary Weddel (owner of the property). A heating oil tank (1000 gallon) had been removed in September 2007 and 30 cubic yards of soil removed. however, contamination remained on site and this plan proposes to install 3 wells to determine current groundwater conditions Jim Frechione
1/15/2008 Preliminary Assessment Approved DEC received the 3230 Airport Way Property Site Assessment / Release investigation and concurs with most recommendations proposed by ARES. However DEC determines that: it is not necessary to sample soils excavated within the property unless they will be transported off-site; further long term monitoring might not be necessary (pending on the 3-year plan results), and other alternatives might be available to indoor air/vapor intrusion sampling that the consultant and owner may wish to explore. Tamara Cardona-Marek

1/29/2018 Document, Report, or Work plan Review - other Reviewed the UFP-QAPP Sampling and Analysis plan submitted October 2017. The workplan was approved under the condition that ADEC comments are addressed during site work and final reporting. Michael Hooper
2/21/2019 Document, Report, or Work plan Review - other Reviewed December 2018 Site Characterization report. Groundwater contamination has been documented going off property but was not observed in the furthest downgradient sentinel well. Mailed letter requesting additional groundwater monitoring and vapor intrusion investigation. Michael Hooper
5/18/2021 Meeting or Teleconference Held Spoke with contractor and RP. Work was delayed last year due to global pandemic. Site characterization work including initial VI investigation and groundwater sampling, are scheduled to occur this august. Michael Hooper
9/10/2021 Document, Report, or Work plan Review - other Reviewed initial vapor intrusion report including questionnaire and building survey. ADEC agrees with recommendations to proceed with air sampling. Michael Hooper
10/21/2021 Document, Report, or Work plan Review - other ADEC Reviewed the 2021 Groundwater monitoring report and agrees with the recommendations to continue monitoring. Michael Hooper
8/4/2022 Site Characterization Workplan Approved Approved Sampling and Analysis Plan. Sampling and analysis describes vapor intrusion investigation planned at the Big Ray’s location at 3230 Airport Way in Fairbanks, Alaska. Air samples will be collected from the Big Ray’s business crawlspace and boiler room in summer and winter. Samples will be collected with summa canisters and analyzed for volatile organic compounds using EPA method TO-15. The plan is approved as written. Michael Hooper
11/8/2022 Site Characterization Report Approved Reviewed groundwater monitoring and vapor intrusion reports dated October 7 and October 29, 2022. Groundwater has not yet shown a downward trend in contaminant concentrations. the Vapor intrusion investigation did not show any chemicals in excess of the commercial target levels. ADEC recommends sampling groundwater in spring and surveying the wells. in addition to additional VI sampling in winter. Michael Hooper
3/9/2023 Site Characterization Report Approved Reviewed VI Rpeort. To date, all air samples collected from each monitoring event at this site including the January 2023 air sampling have been below the applicable target levels for all contaminants of concern. ADEC agrees with the recommendations in the report and concludes that additional vapor intrusion investigation is not necessary unless free product or fuel odors are observed in the structure, or other information becomes available indicating that additional testing or mitigation may be necessary. Michael Hooper
3/7/2024 Update or Other Action Approved GWM Report via email. Groundwater contaminant concentrations are similar to previous events in S-1 and S-2. MW-3 was not able to be sampled. The contractor plans to return in spring to replace MW-3 and collect a water sample to get an indication of seasonal trends. Michael Hooper
