Problems/Comments

Soil and groundwater contamination identified at various sites in and around the Cold Bay Airport. Eleven potential source areas were identified in and around the airport property. The main area investigated was the south ramp of the Cold Bay Airport. The Jet-A fuel distribution line is located beneath the south ramp. The fuel line delivers fuel from the Frosty Fuel Company ASTs to 4 refueling pits on the ramp. The pits are used to fuel airplanes and fuel delivery trucks. There is also contamination concerns throughout the area due to historical use by the military during WWII.

Action Information

Action Date Action Description DEC Staff
12/15/1998 Update or Other Action Memo sent to ADOT informing them of numerous drums of unknown substances located in (and adjacent to) a road R.O.W. in the vicinity of the Cold Bay Dock road. The drums appear to be older and are suspected of leaking based on the amount of soil staining in the area. DOT was requested to collect the drums and store them in a manner that they do not pose a threat to the environment. The status of the stained soil will also have to be addressed but the containment of the drums to prevent further release is requested at this time. Jim Frechione
12/18/1998 Update or Other Action Update from DOT. Drums were tested about 10 years ago. The testing showed they were used oil, but has no record of the testing results in the files. DOT has a used oil burner and requested being allowed to burn the drum contents in their used oil burner. No resources (i.e. money) is available for re-testing the drums. Jim Frechione
8/20/1999 Preliminary Assessment Approved Approved for Shannon and Wilson to perform Preliminary Assessment of the 62 drums and take samples of the contents of the drums. Dennis Harwood
11/4/1999 Update or Other Action Sent Memorandum to ADOT&PF Cold Bay, attention Gerry Dias for an approval to burn the contents of the drums that are determined to be on-specification used oil in an approved used oil burner at the Cold Bay facility. Also approved to burn the 2 drums of off-specification used oil at the Cold Bay Facility after contacting EPA in the Anchorage office to coordinate, and if approval is not obtained, the drums must be stored in a secure area until they can be transported to an approved facility.
