Problems/Comments

Between 8/21/03 and 7/8/04, three abandoned underground diesel tanks (one 500-gallon, and two 1,000-gallon) were discovered and removed during school building renovations. DRO above cleanup levels remained in soil after excavation at the two locations of the 1,000-gallon tanks.

7/18/2008 Update or Other Action A file review was conducted and the following is a summary of the R&M Underground Storage Tank Decommissioning/Site Assessment Report dated September, 2004 - Three diesel USTs, Tanks 1,2, and 3 were removed. For Tank 1 excavation sidewall and stockpile samples for DRO, GRO, and BTEX were all non-detectable. Ground water was encountered at 16 feet bgs. No ground water samples were taken. For Tank 2 excavation sidewall and excavation bottom samples for DRO, GRO, and BTEX were all non-detectable except DRO, GRO, ethylbenzene and total xylenes in a sidewall sample taken at 13 feet bgs. DRO was the only contaminant above the cleanup level of 200 mg/kg at 1,000 mg/kg. Ground water investigation was not performed. For Tank 3 excavation sidewall and excavation bottom samples for DRO, GRO, and BTEX were taken in the excavation. Only one of four samples was non-detectable for all these contaminants. The remaining three samples had detections for at least two contaminants of DRO, GRO, ethylbenzenz, and total xylenes in both sidewall and excavation bottom sample taken at either 8.5 or 9 feet bgs. DRO was the only contaminant above the cleanup level of 200 mg/kg at 4333 mg/kg. Ground water investigations not performed. R&M UST Activity Summary dated August 10, 2007, recommended No Further Action for all three of these tanks. The CSP will review the information for these sites and make a determination for future action. This information was conveyed to ASD/Edie Knapp via email on this date. 7/22/2008 Conditional Closure Approved The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed review of the environmental records associated with Anchorage School District (ASD) East High School diesel tanks. This site had been contaminated by the release of a hazardous substance; however, based on the information provided to date, ADEC has determined that no further remedial action is required, and that the East High School diesel tanks can be closed subject to the conditions outlined in the Record of Decision. The hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. Bill O'Connell
7/22/2008 Institutional Control Record Established There is contamination remaining above established cleanup levels at the East High School diesel USTs, but ADEC has determined there is no unacceptable risk to human health or the environment, and this site will be conditionally closed, subject to the following conditions: 1. A Notice of Residual Contamination will be recorded on the ADEC database to document residual contamination remaining on site above the most stringent ADEC cleanup levels. This will serve as notification to future owners/operators of the property of the environmental status of the site and any conditions that apply to future management of contamination. 2. ADEC approval is required prior to offsite transport of soil or groundwater in accordance with 18 AAC 75.370 (b). 3. Groundwater wells shall not be installed on this property without prior approval from ADEC. 4. Soil containing residual contamination may not be placed in surface water or other environmentally sensitive areas. Bill O'Connell
