Problems/Comments

On 3/12/90 a 5,000 gallon (Tank 1) and ~672 gallon diesel USTs(Tank 2) were excavated and removed. Initial sampling results, from excavated soils collected on March 12, 1990 indicated the total petroleum hydrocarbons (THP) contamination ranged from 59 mg/kg in Sample 4 at 12 to 13.5 feet below ground surface (bgs) to 2,000 mg/kg in Sample 1 at 6 to 7.5 feet bgs. Groundwater was not encountered in the deepest borehole at 13.5 feet bgs. The contaminated soil was removed to a stockpile on site while a determination for disposal was being made. Eight confirmation samples taken from the excavation pit, analyzed on June 29, 1990 showed the TPH levels to range from non-detect (ND) to 27 mg/kg. Four confirmation samples were taken from the stockpile and the results of the TPH contamination ranged from ND to 110 mg/kg. One sample taken from the stockpile was analyzed and reported to be ND for BTEX, halogens and PCBs. The testing of the soils for arsenic, chromium, and lead did not indicate elevated concentrations for these elements relative to the background soils. No groundwater was encountered during the June 1990 sampling. Based on the results of the confirmation samples the excavation was backfilled with clean materials and approval to use the stockpiled soils as the base course of the parking lot and driveway paving was granted by ADEC on August 17, 1990. 4/13/1990 Cleanup Plan Approved After review of the Tetra Tech, Inc. (TT) report "Abbott Loop Elementary School - Soil Sampling" dated 3/26/90 received by the department on 3/30/90 and the TT "Initial Corrective Action Plan, Rogers Park, Lake Otis, and Abbott Loop Elementary Schools Underground Storage Tank and Contaminated Soil Removal" dated 5/25/90, a draft letter was composed this date to the ASD indicating that the levels of petroleum hydrocarbon contamination are sufficiently high enough to require remedial action under Alaska Statutes and finding the plan adequate to begin pursuit of corrective action activities. 8/29/1990 Cleanup Plan Approved The department received a cover letter and a copy of the Tetra Tech report "Abbott Loop Elementary School - Contaminated Soil Sampling and Disposal" dated 7/18/90 received by the department on 8/29/90. Based on sampling results indicating removal of contaminated soil exceeding cleanup levels, backfill of the excavation pit with clean material was approved on 7/2/90. The maximum sampling result was 27 mg/kg TPH. One sample of the stockpiled contaminated soil exceeded cleanup levels but was approved to be used as the base course of the parking lot and driveway paving. Action enetered by Petrik.
