Problems/Comments

Groundwater Zone 1 (OT27) consists of: Dry Well (DP023), Petroleum, Oil, and Lubricant (POL) Tanks (SS015), Eskimo Creek Seeps (SS011), Waste Accumulation Area No. 2 (SS016), MOGAS Station (SS019). The POL area contains four aboveground storage tanks (ASTs), designated AST 11, AST 12, AST 13, and AST 14, with secondary containment for individual and multiple tanks. ASTs 11 and 12 each have a 214,000-gallon capacity; AST 13 has a 516,000-gallon capacity; and AST 14 can hold 105,000 gallon. Fuel spills and releases from the tank farm into surrounding soil and groundwater, adjacent wetlands, and Eskimo Creek. Operation dates from pre-1950 to present. An estimated 14,000 to 54,000 cubic feet (105,000 to 404,000 gallons) of floating petroleum product is present on the water table at Groundwater Zone 1. The contamination encompasses an area of approximately 410,000 square feet. The POL storage area site is located north of the intersection of Storage Road and Silver Street. The POL area contains 4 ASTs, designated AST 11, AST 12, AST 13, and AST 14, with secondary containment for individual and multiple tanks. ASTs 11 and 12 each have a 214,000-gallon capacity; AST 13 has a 516,000-gallon capacity; and AST 14 can hold 105,000 gallons. Past and present tank contents include JP-4, diesel fuel, and possibly gasoline. Three of the tanks have been taken out of service and one remaining tank has been reconditioned in accordance with ASTM standards. 8/29/1989 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). CH2M Hill site investigation. The airport was originally constructed in the early 1940s to support the war effort. The airport was turned over to the State of Alaska in 1959. The State continues to operate the site with the Air Force as the major tenant. A White Alice site was activated in 1957. It was deactivated in 1979 and replaced with an Alascom Satellite earth terminal. Only a small portion of the site is owned by the State. The majority is on military land. In 1980, 340 military personnel resided at King Salmon Airport. The north and south barrel dump site, Eskimon Creek Seep and Naknek River seep sites were tested for over 146 constituents of concern. Of these, 39 potential contaminants of concern were identified. High concentrations of TPH were identified in shallow wells and soils at this site. Floating product (>1 foot) was identified at the Eskimo Creek Seepage Site. Lead and petroleum hydrocarbon contamination levels at this site pose a threat to fish and wildlife (page 126). No immediate environmental threat was identified at the Naknek River Seep (page 126). Both the north and south dump sites could pose a threat to fauna since the detection limits used in analyses were greater than the chronic aquatic organism toxicity. Remediation, based on stage 2 sampling, at both barrel dump sites could include: no action; restricting site access; preventing the migration of contaminants. Containment preferred remediation route. The Naknek River and Eskimo Creek seeps will receive further sampling to identify a specific remediation response. In general, based on further sampling results, the alternatives are: no action, which will not occur based on preliminary site investigation; recovery of floating product; treatment of shallow groundwater; excavation of contaminated soils; restrict site access; containment. 10/3/1990 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). CH2M HILL Final Draft Technical report under USAF contract # F33615-85-D-4535, Delivery Order # 012 sent to ADEC. This report only deals with 2 areas (Eskimo Creek and Naknek River) out of 4 past hazardous waste disposal and spill sites previously prioritized and grouped (stage 1). Naknek R. = Lower and Upper Naknek because of different contamination sources at each area along with a difference in the tyhpe and amount of contaminants of concern. In the Upper Naknek 2 plumes encompass 7,000 cubic yards and 9,000 cubic yards of contaminated soil above 100 ppm TPH at a depth of 3 to 5 '. Groundwater at 1 of 7 wells revealed aromatics of 12 ug/l benzene. Lower Naknek also consists of 2 distinct plumes of TPH to a depth of 3' The material at each plume above 100 ppm estimated to be 2,200 cubic yards and 3,300 cubic yards. Low levels of aromatics were detected in 2 wells below MCLs. Trichlorethane was detected in MW-57 at 120 ug/l exceeding MCL of 5 ug/l. Eskimo creek had 3 wells MW-22B, MW-28 and MW-38 exceed MCL for benzene (5 ug/l) 56, 23, and 8 ug/l respectively. 5 wells exceeded the MCL of 5 ug/l for trichlorethane MW-31, MW-47, MW-38, MW-30, MW-34 (18, 64, 26, 90, 29 ug/l respectively). 8 wells had naphthalene and methylnaphthalene ranging from 20 to 18,000 ug/l. Soil boring and hand auger soil samples revealed TPH from 4.2 ppm to 47,7000 ppm to depths to 20'. Various recommended remedial actions were presented for the 3 sites with all measures requiring monitoring for a minimum of 3 years to assess site conditions and the need for technical modifications to the selected remedial measures. 7/15/1992 Update or Other Action Remedial Investigation / Feasibility Study at Eleven Sites, final report (3 volumes, dated September 1993). Total petroleum hydrocarbons were detected in several soil samples collected at the site. No GW samples were collected, however, the TPH present in the soil immediately above the GW suggests that GW in the area is contaminated. Recommended action - conduct additional soil investigation to further evaluate the extent of TPH contaminated soil. GW - additional study of GW in the area be undertaken as par of studies underway at the Eskimo Creek Site. Additional information is necessary to define the extent of TPH that exceed ADEC guidance for cleanup levels. Suspected TPH in GW extends beyond the site and is likely comingling with at least one other GW plume originating from a different source. Based on the results of the RI/FS and remedial actions completed prior to publication of the final RI/FS - the 2 Dry Wells, WACs, WAA#2, Road Oiling, and Landfill Number2 sites did not require further investigation. POL Storage Tanks (SSO15) The POL tanks appear to be the primary source of petroleum contamination in and on the water table and Eskimo Creek wetlands. The free product plume decreased in size over the past five years. In particular, a significant reduction in plume size coincided with the base drawdown. The recovery wells are located in areas where non-recoverable amounts of free product are present. The main migration direction for free product is eastward from the POL Storage Tanks, although migration westward from the tanks is also possible. Product migration may preferentially follow zones of higher aquifer permeability. The dissolved phase petroleum plume has decreased slightly in the past two years. Eskimo Creek (5501I1) Wetlands at Eskimo Creek are contaminated with petroleum. The wetlands are affected by petroleum contamination originating at the POL Storage Tanks. 11/17/2016 Update or Other Action The AF is aware that a final ROD needs to be prepared for Zone 1. The closest groundwater monitoring wells to the POL tanks (SS015) included in the current groundwater monitoring program are MW-41 (~100 feet to the SE) in aquifer B and MW-6 (~200 feet to the SSE) in aquifer A. MW-41 is consistently one of the hottest wells in groundwater Zone 1 for TCE and DRO. It is unknown if this if from site SS015 or other CS sites in the vicinity. Holly Weiss-Racine
2/15/2017 Update or Other Action 3rd 5YR received for review and comment. Issues for Zone 1 identified during this review were: Land use controls (LUCs) listed in Section 2.5 of the first Five-Year Review (USAF,2006) have not been fully implemented. The ROD for Zone 1 has not been finalized. An updated HHRA was performed for Zone 1 groundwater in 2015 to assess current conditions and evaluate updated TCE toxicity values. In 2014, the State of Alaska published revised guidance for TCE exposures for women of child-bearing age. For groundwater, this guidance recommends TCE exposure levels greater than 0.0025 micrograms per liter should not occur for this receptor group, which is lower than the RAO identified for Zone 1. However, this recommendation is specific to women of child-bearing age who are directly exposed to TCE and not just considered as potential future receptors. RAOs presented in the Zone 1 ROD utilized criteria presented from 18 AAC 75 for groundwater and 18 AAC 70 for surface water (Table 2-2). Revisions to 18 AAC 75 in 2015 and 18 AAC 70 in 2012 have not changed any of the RAOs for COCs in the B-Aquifer groundwater and surface water. For the A-Aquifer, the cleanup levels were increased by a factor of 10 because the A-Aquifer is not used as a drinking water source. The use of the factor of 10 increase is no longer promulgated by ADEC. Therefore, the RAOs for the A-Aquifer may not be protective of groundwater. However, LUCs were required as part of the remedies for sites within Zone 1. The LUCs restrict the installation of drinking water wells within the A- and B-Aquifers in Zone 1, and restricting groundwater use or contact. Therefore, the remedy remains protective of human health. For sediment, the ecological criteria presented as RAOs represent current guidance. See site file for additional information. Louis Howard

Land Use Controls have not been fully implemented at any groundwater zones at King Salmon Divert. Recommendations include: finalizing the decision document for Zone 7, determine the extent of drinking water wells at Lake Camp (number of wells, depth of wells, and groundwater gradient), and fully implement LUCs by updating public land records for non-USAF owned properties. 10/3/2018 Document, Report, or Work plan Review - other ADEC approved the Final 2017 Long Term Management Report for the King Salmon Divert on this date. Zone 1 recommendations include continuation of monitoring with no changes. Petroleum hydrocarbons and TCE were detected above cleanup levels in groundwater in Zone 2; recommendations include continued monitoring and updating cleanup levels in next 5 Year Review. In Zone 3, low levels of TCE and benzene were detected in the March 2018 SBTS sample, and gabions in King Salmon Creek are being pulled out of alignment; recommendations include reducing sampling at the North and South Bluffs to once every five years. In Zone 4, petroleum hydrocarbons were detected above cleanup levels in the A-aquifer but below cleanup levels in the B-aquifer; recommended that monitoring should continue due to drinking water wells and other sensitive receptors lying downgradient of this site. Monitoring will continue in Zone 5 without changes. Inspections of the Rapids Camp and Landfill were conducted in Zone 6; there were no observations of noncompliance at the landfill. Two of eight wells in Zone 7 exceeded RAO for DRO; 2015 soil samples from three LF01 locations indicated DRO contaminated soil above cleanup levels - this should be excavated and treated.
