4/17/2001 Record of Decision Final Decision Document for Upper Camp (SS07) dated November 15, 2000, 1st version signed by ADEC on November 21, 2000 (AF attorney changed wording in Declaration and Statutory Determinations), 2nd version signed by ADEC on March 6, 2001 and by Air Force on March 30, 2001. The Air Force will maintain long-term ownership of the site and take responsibility for inspecting and maintaining the existing cap at SS07. Placement of warning and restricted access signs will limit human access. The site will be restricted to future uses that would not affect the integrity of the cap (e.g., excavation, residential/commercial development). The site will be inspected annually to ensure the integrity of the cap and the condition of warning signs. Cap and sign maintenance will be performed as necessary based on the results of the visual inspection. Institutional controls will consist of notation on land records that will be reviewed during a title search of required land use restrictions and notation in the facility base master plan. These will include notification that the land has been used for PCB waste disposal, and certain restrictions apply to future use of the property. Further, the notification will include a comprehensive record of the capped area survey, the signage and cap maintenance requirements, applicable cleanup levels, and documentation of location and corresponding levels of PCBs present in the area. 9/11/2009 Update or Other Action DEC received the final "PCB Cap Monitoring and Maintenance (SS007) Cape Newenham LRRS" report dated Sept 2009. The report describes an inspection by the Air Force project manager on August 25,2009. The gravel cap over the residual PCB contaminated soil at this site located at the upper camp was reported to be intact and in good shape; two out of three outdoor signs and the map in the radome enterance were in place and legible; one sign that was to be on the old transformer building foundation was missing (as was reported in the prior inspection)and needs to be replaced in 2010; no sampling was conducted (on biennial sampling schedule). After resolving responses to comments, ADEC approved the final work plan. Monitoring objectives include inspection of the cap atop the PCB contaminated soil at top camp, inspection of the warning signs posted at the site, and the collection of soil samples for PCB analysis from the hillside down gradient of the capped soil to assess whether or not any migration of PCB contamination has occurred. 2/14/2011 Document, Report, or Work plan Review - other Staff reviewed the draft 2011 report of the long-term monitoring conducted by the Air Force at SS007 in 2010 and submitted comments to the Air Force. After resolving responses to comments, ADEC approved the final 2011 report; which concluded that there were no compromises to the integrity and effectiveness of the cap. Soil sample analysis results indicated that high levels of PCB contamination continue be be dispersed in areas across the hillside down gradient of the cap. ADEC reviewed the 2001 ROD as well as monitoring results and site activities from the previous five years and submitted comments to the Air Force. ADEC expressed concern about the very high concentrations of PCBs (exceeding 300,000 mg/kg) which have been detected in soil samples collected from the hillside that is down gradient from the cap and requested the Air Force to reassess the risks to exposure and contaminant migration. 9/14/2011 Site Visit Staff participated in a site inspection of the gravel cap and the PCB-contaminated mountainside at the Upper Camp. Staff also participated in a post-inspection comment resolution meeting with Air Force project managers to address issues pertaining to the 2011 draft five-year review as well as develop a consensus for the path forward for site SS07. Analytical results from soil samples taken within the past 5-year long-term monitoring period (2005-2010) have determined that PCB contamination levels in soil on the steep mountainside are significantly higher than previously identified. 9/15/2011 Meeting or Teleconference Held Staff participated in a comment resolution meeting with project managers from the Air Force and USFWS to review and finalize the determinations and recommendations for the current as well as the next 5-year review for site SS07. The protectiveness determination for ecological receptors is deferred. Further investigation and site characterization is planned for 2011-2015 in order to demonstrate whether or not migration is or is not occuring from either under the gravel cap or from the contaminated mountainside. The Air Force will conduct a technical review to determine whether any remedial alternatives exists which would be both technically implementable as well as cost-benefit feasible in regards to the contminated mountainside. After resolution of responses to comments, ADEC approved the final report. The report documented the results and conclusions of the site inspection that was conducted in September 2011 by representatives from the Air Force, ADEC, and the USFWS. Curtis Dunkin
2/23/2012 CERCLA ROD Periodic Review Staff reviewed the Final Second Five-Year Review Report (dated February 2012) which was signed and approved by John Halverson. The USAF certified that the remedies selected for Site SS007 (Upper Camp at Cape Newenham LRRS), remain protective of human health, but the protectiveness determination of ecological receptors is deferred at this time. ADEC determined that the sudden and dramatic increase of known PCB concentrations (exceeding 300,000 mg/kg) in the surface soil on the mountainside below the cap suggest that the exposure assumptions used in the 1996 risk assessment for the remedy are no longer valid. Other follow up actions to be performed by the Air Force as a result of this second five-year review report include: 1) develop a more effective institutional controls/land use controls management strategy; 2) continue the biennial upper mountain side soil sampling and resume sampling the previously sampled down gradient pond areas; 3) reevaluate the risk of the remedial action for ecological receptors based on the newly available site, toxicity, and exposure data; and 4) complete a technical review and feasibility study of remedial actions for the uncapped PCB-contaminated soil along the upper mountainside. The Air Force will also work with the Bureau of Land Management and the US Fish and Wildlife Service to discuss future documentation of land use controls in real property records. The next five-year will be completed by March, 2016. Curtis Dunkin

The proposed plan presented cleanup alternatives proposed by the USAF for the SS007 mountainside. FS Alternative 2 Removal, Long-term Monitoring, and LUCs was selected with an ACL of 160 mg/kg. The original ROD remedy selected for the Upper Mountainside area of Site SS007 was capping the flat area around the radar dome and adjacent parking area, and long-term monitoring (LTM) with institutional controls (ICs). The original remedy did not include remedial actions to address PCB contaminated soils on the mountainside (Upper Mountainside area). It was determined that the conditions at the Upper Mountainside area did not present unacceptable threats to either human health or the environment and because of extreme terrain (30- to 40-degree slope of loose rocks)and climatic conditions (high winds and poor visibility) (USAF, 2000). However, post-ROD investigations and a revised ecological risk assessment (ERA) (USAF, 2014b) determined that, in some locations, PCB concentrations in soil in the Upper Mountainside area presented an unacceptable level of risk to ecological receptors. The elevated PCB concentrations were detected at the Upper Mountainside area as a result of the long-term monitoring and sampling strategy for Site SS007 and are not the result of increased migration of contaminants from the capped area (Upper Camp area) (USAF, 2012). Therefore, the original remedy for Site SS007 is being amended to address the uncapped Upper Mountainside area of the site, the capped Upper Camp area does not require amendment, through the addition of the following response actions: a)Removal of soil in target treatment areas with concentrations above 160 mg/kg, b)Long-term Monitoring, c)Land use controls, and d) Five-Year Reviews. A visual inspection was completed at TA001, CS 545, and SS007. Surface water from a seep was sampled near the TA001 former pumphouse. Petroleum compounds, chloroform, and pentachlorophenol were detected below 18AAC75 Table C groundwater cleanup levels. Four soil borings (SB11-SB14) were also installed to 10 ft bgs or bedrock in the tank area to further delineate soil contamination. SB14, located 30 ft northeast of the tank, was the most contaminated, with petroleum compounds, 1,2-dichloroethane, and trichloroethane present between 5-10 ft bgs. The soil will be vacuumed and hand dug down to approximately 2 inches in order to reduce contamination on the steep slope. An ecologically-based alternative cleanup level of 160 mg/kg will be used. During the summer of 2021, EA Engineering excavated 14 cubic yards of PCB-contaminated soil from the area down slope of the Upper Camp and installed silt fencing, airborne dust samplers, and saltation samplers to measure PCBs migrating down slope of the contaminated area. Confirmation sampling indicated PCBs were removed to the approved cleanup level.
