Problems/Comments

Groundwater Zone 1 (OT27). Eskimo Creek Seeps 1 and 2 (SS11). Contaminants of concern include DRO and TCE. In the mid-1970s, 2 petroleum seeps observed at Eskimo Creek were reported to be discharging at the rate of up to 10 gallons per day. in 1981, floating product recovery pumps and a French drain were installed along the west bank of Eskimo Creek to intercept the floating fuel from Seep 1 before it reached the creek. The French drain was replaced in 1990 and a second French drain was installed upgradient of Seep 2 in 1994. Product recovery wells installed in 1992 were not successful in recovering floating petroleum product form the A-Aquifer. Various media samples were collected in 1995. In 1996 and 1997, a wetlands evaluation and human food chain evaluation were conducted for Eskimo Creek. The results indicated that contaminants have migrated into the wetlands and creek located downgradient of source areas; and further biota sampling was warranted. Various media samples were collected in 1997 and 1998 in 6 sampling events. Petroleum and TCE were consistently present in groundwater samples immediately downgradient of the French drains at both seeps. In 1999, additional biota and media samples were collected. No unacceptable risk was concluded. Zone 1 Record of Decision for Interim Remedial Action (dated November 2000) addresses risk to human health and the environment caused by hypothetical exposure to petroleum product floating on groundwater and TCE-contaminated (and TCE degradation products) groundwater, surface water, and sediment. Bioslurping was intended to address floating product, however 2001/02 pilot tests have proved not feasible and 2003 bioventing pilot test will be conducted. TCE is being monitored, and if action levels are exceeded then a permeable reactive wall will be installed for remedial purposes. The Eskimo Creek Treatment System will continue to be operated, monitored and maintained. And groundwater use restrictions will be implemented. Eskimo Creek has been separated out as a separate site from the base wide IRP investigations done by CH2MHILL. Done by ADEC 12/27/91 Louis Howard Federal Facilities. This will aid in tracking remediation and scoring. Phase I site identification and HARM ranking score phase I site Number 1 "Fuel Seepage at Eskimo Creek" got a HARM score of 86. Source of seep is unidentified but may be an underground POL delivery systems, spill sites, underground storage tanks, or POL tanks 11, 12, 13, or 14 (POL tanks 11-14 are at right hand side of intersection of Storage Road and Cantonment Avenue) Any of the foregoing potential sources could also be minor or secondary sources. 8/29/1989 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). CH2M Hill site investigation. The airport was originally constructed in the early 1940s to support the war effort. The airport was turned over to the State of Alaska in 1959. The State continues to operate the site with the Air Force as the major tenant. A White Alice site was activated in 1957. It was deactivated in 1979 and replaced with an Alascom Satellite earth terminal. Only a small portion of the site is owned by the State. The majority is on military land. In 1980, 340 military personnel resided at King Salmon Airport. The north and south barrel dump site, Eskimo Creek Seep and Naknek River seep sites were tested for over 146 constituents of concern. Of these, 39 potential contaminants of concern were identified. High concentrations of TPH were identified in shallow wells and soils at this site. Floating product (>1 foot) was identified at the Eskimo Creek Seepage Site. Lead and petroleum hydrocarbon contamination levels at this site pose a threat to fish and wildlife (page 126). No immediate environmental threat was identified at the Naknek River Seep (page 126). Both the north and south dump sites could pose a threat to fauna since the detection limits used in analyses were greater than the chronic aquatic organism toxicity. Remediation, based on stage 2 sampling, at both barrel dump sites could include: no action; restricting site access; preventing the migration of contaminants. Containment preferred remediation route. The Naknek River and Eskimo Creek seeps will receive further sampling to identify a specific remediation response. In general, based on further sampling results, the alternatives are: no action, which will not occur based on preliminary site investigation; recovery of floating product; treatment of shallow groundwater; excavation of contaminated soils; restrict site access; containment. CH2MHILL Stage 2 IRP investigation report lists groundwater contaminated with: benzene at 1-23 ug/l, trichloroethene from 2-90 ug/l, naphthalene from 62-12,000 ug/l, 2-methylnaphthalene from 20-18,000 ug/l. Soil samples had: TPH from 4.2-47,700 mg/kg, lab analysis of soil obtained from installation of monitoring wells had TPH from 31.2-10,300 mg/kg, naphthalene detected at 8.86 and 37 mg/kg, 2-methylnaphthalene at 16-73 mg/kg. Extent of contamination at Eskimo Creek places it as the highest priority site for remediation, since this site is considered to pose the highest risk to human health and the environment. 10/3/1990 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). CH2M HILL Final Draft Technical report under USAF contract # F33615-85-D-4535, Delivery Order # 012 sent to ADEC. This report only deals with 2 areas (Eskimo Creek and Naknek River) out of 4 past hazardous waste disposal and spill sites previously prioritized and grouped (stage 1). Naknek R. = Lower and Upper Naknek because of different contamination sources at each area along with a difference in the type and amount of contaminants of concern. In the Upper Naknek 2 plumes encompass 7,000 cubic yards and 9,000 cubic yards of contaminated soil above 100 ppm TPH at a depth of 3 to 5 '. Groundwater at 1 of 7 wells revealed aromatics of 12 ug/l benzene. Lower Naknek also consists of 2 distinct plumes of TPH to a depth of 3' The material at each plume above 100 ppm estimated to be 2,200 cubic yards and 3,300 cubic yards. Low levels of aromatics were detected in 2 wells below MCLs. Trichlorethane was detected in MW-57 at 120 ug/l exceeding MCL of 5 ug/l. Eskimo creek had 3 wells MW-22B, MW-28 and MW-38 exceed MCL for benzene (5 ug/l) 56, 23, and 8 ug/l respectively. 5 wells exceeded the MCL of 5 ug/l for trichlorethane MW-31, MW-47, MW-38, MW-30, MW-34 (18, 64, 26, 90, 29 ug/l respectively). 8 wells had naphthalene and methylnaphthalene ranging from 20 to 18,000 ug/l. Soil boring and hand auger soil samples revealed TPH from 4.2 ppm to 47,7000 ppm to depths to 20'. Various recommended remedial actions were presented for the 3 sites with all measures requiring monitoring for a minimum of 3 years to assess site conditions and the need for technical modifications to the selected remedial measures. The contamination encompasses an area of approximately 410,000 square feet. Dual-phase extraction (DPE) techniques will be used to actively recover floating petroleum product to the extent practicable. The estimated timeframe for removal is 10 years (circa 2011). The vacuum applied by the DPE system will enhance monitored natural attenuation in the smear zone and dissolved-phase plume. Groundwater monitoring will occur during and after DPE system remediation. 2/28/2003 Update or Other Action There were general wastewater permit discharge exceedences within the February monthly effluent samples at the treatment system. The filter media was changed in January and typically is effective for 4 to 6 months. The Air Force operator promptly transferred control to the backup filter system (the facility is equipped with a redundant filter system) and sent personnel to evaluate the situation. A stuck solenoid valve may have allowed the water to bypass the other filter vessels and flow directly into the organo-clay filter vessel. The monthly effluent sample and an organo-clay sample were collected for laboratory analyses on March 4. The February sample results consisted of the following: total aromatic hydrocarbons at 11.46 µg/L (10 µg/L WQS), total aqueous hydrocarbons at 12 µg/L (15 µg/L WQS), DRO at 3 mg/L (1.5 mg/L 18 AAC 75), and trichloroethene at 6.71 µg/L (5 µg/L 18 AAC 75). 10/26/2009 Site Visit ADEC staff traveled to King Salmon with the new RPM for the King Salmon Air Station to tour the sites and look at the excavations that were completed during the 2009 field season. Several sites were inspected and overall the sites appeared to be secured with orange snow fencing and visqueen covering the stockpiles to prevent ponding and migration of contaminants. While in King Salmon staff attended and participated in a Restoration Advisory Board Meeting to meet with the public of King Salmon and discuss the results from the latest round of base-wide sampling and to discuss the progress of the excavations that were conducted during the summer. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, remedial action cleanup programs, and management of the IDW and soil in the biocells set up to add oxygen to the soil matrix to aid the degradation of the petroleum hydrocarbons. 2/24/2017 Update or Other Action 3rd 5YR received for review and comment. Issues for Zone 1 identified during this review were: Land use controls (LUCs) listed in Section 2.5 of the first Five-Year Review (USAF,2006) have not been fully implemented. The ROD for Zone 1 has not been finalized, therefore any follow-up actions mentioned in this ROD should be considered recommendations not requirements. A records search at the ADNR Recorder’s Office – Kvichak District did not identify the recording of any LUCs into public land records for non-USAF owned properties (ADNR, 2016). Therefore, not all of the components of the LUCs needed have been implemented. Remedial Actions (RAs) were performed at the free product seeps at Eskimo Creek to evaluate product recovery options. A bioventing system (Bio4X) was installed upgradient of Seep 1 in place of the active product recovery systems that were tested. Remedial action objectives (RAOs) of the selected remedy included meeting location- and action-specific applicable or relevant and appropriate requirements (ARARs) and contamination-specific ARARs within 25 years. 5/15/2018 Document, Report, or Work plan Review - other ADEC approves the 'Final 2017 Five-Year Review, King Salmon Divert, Naknek Recreation Camp I, Naknek Recreation Camp II, Alaska, November 2017' in a letter dated May 15, 2018. Land Use Controls have not been fully implemented at any groundwater zones at King Salmon Divert. Recommendations include: finalizing the decision document for Zone 7, determine the extent of drinking water wells at Lake Camp (number of wells, depth of wells, and groundwater gradient), and fully implement LUCs by updating public land records for non-USAF owned properties. 10/3/2018 Document, Report, or Work plan Review - other ADEC approved the Final 2017 Long Term Management Report for the King Salmon Divert on this date. Zone 1 recommendations include continuation of monitoring with no changes. Petroleum hydrocarbons and TCE were detected above cleanup levels in groundwater in Zone 2; recommendations include continued monitoring and updating cleanup levels in next 5 Year Review. In Zone 3, low levels of TCE and benzene were detected in the March 2018 SBTS sample, and gabions in King Salmon Creek are being pulled out of alignment; recommendations include reducing sampling at the North and South Bluffs to once every five years. In Zone 4, petroleum hydrocarbons were detected above cleanup levels in the A-aquifer but below cleanup levels in the B-aquifer; recommended that monitoring should continue due to drinking water wells and other sensitive receptors lying downgradient of this site. Monitoring will continue in Zone 5 without changes. Inspections of the Rapids Camp and Landfill were conducted in Zone 6; there were no observations of noncompliance at the landfill. Two of eight wells in Zone 7 exceeded RAO for DRO; 2015 soil samples from three LF01 locations indicated DRO contaminated soil above cleanup levels - this should be excavated and treated.
