The heavy equipment and car maintenance business has been in operation since 1961. On 9/28/88 EPA tested one of three injection wells on site and found 100 times MCL for lead, as well as other hazardous substances including heavy metals, solvents, and benzene posing a possible threat to drinking water in the area and human health. B and B Auto appears to be out of business as of 11/28/90. EPA proposed an administrative order requesting that the UICs be capped and develop a QA/QC project plan for sampling drinking water wells in the area 6/90. (rpltr5)

9/28/1988 Update or Other Action (Old R:Base Action Code = MS - Monitoring/Sampling). Samples were taken from one of three injection wells by Engineering Enterprises, Inc. Analysis revealed violations of the Safe Drinking Water Act due to the presence of hazardous materials including 100 times MCL for lead (14 mg/l); 0.12 mg/l arsenic; 2.7 mg/l barium; 0.19 mg/l cadmium; 0.95 mg/l chromium; 0.006 mg/l mercury; 1100 ug/l 2-butanone (MEK); 6.8 ug/l benzene; 13.0 ug/l toluene; 30.1 ug/l xylene; and 3.3 ug/l methylene chloride. These organics are hazardous waste consititutents which form the basis for listing hazardous waste spent solvents with the EPA hazardous waste numbers F001 - F005. No Longer Assigned

5/4/2006 Update or Other Action Conducted a file review in response to Hannah Lager's email concerning missing contaminants of concern (CoCs). Constiuents listed in 9/28/1998 update appear to be constiuents detected in the fluid & sludge from one of three injection wells. There is no documented evidence in the file at this time of soil and ground water contamination (i.e. soil and ground water samples taken to confirm that material in injection well contaminated soil and ground water). Therefore CoCs can not be listed. Email sent this date to Chris Bellovary with EPA Region 10 Underground Injection Program requesting updated information. In June 1990, EPA supposedly issued an administrative order requiring the closure of the injection wells. There is no information in the file about subsequent closure or soil and ground water sampling conducted during closure. Douglas Bauer
5/4/2006 Update or Other Action Telephone conversation and email correspondence with Chris Bellovary, EPA Region 10. EPA files does not contain closure information: closure may have done and report not in file, or closure was not done. EPA mailing file. 7/18/2006 Update or Other Action Request for information letter sent to Mr. M A Coast, property owner of 2604 Davis Road, suspected location of the former B&B Auto and Truck Repair (2720 Davis Road). Letter transmitted two recent 2005-2006 Ground Water Quality Assessment reports by Shannon & Wilson, Inc. The letter also requested any information regarding the closure of the injection wells. 7/18/2006 Update or Other Action Up dated site loction information. Mr. Coats owns Lots 17SE, 17NE and 17NW in EM Jones Subdivision. Douglas Bauer
8/1/2006 Meeting or Teleconference Held Met with Mr. and Mrs. Coats at the Fairbanks office. The Coats purchased the property in June 1996. At that time they were advised that the floor drains were filled in with cement. Mr. Coats indicated that there are no floor drains in the shop at this time. The Coats will provide additional information from the original owner or his representative (Bob who supposedly works for Northern Analytical) concerning closure of the floor drains. Mr. Coats pointed out that the shop well has tested clean and the Coats intend to cooperate in the future. Douglas Bauer
10/19/2006 Update or Other Action Received email from Chris Bellovary, EPA Region 10 UIC program. Chris found closure information on August 9, 1994 and inspection of closure by EPA inspectors on October 31, 1994. Soil analysis revealed non-detection for organics; lead was detected at 1.29 ppm (ADEC cleanup is 400 mg/Kg), and Cadium was detected at 16 ppb (ADEC cleanup is 5 mg/Kg). 16 ppb is equivalent to 0.016 ppm.
