Study involved 3 soil borings and installation of monitoring wells; on-site groundwater, surface water and soil sampling; sampling nearby drinking water wells; a survey of barrels in the gravel pit; and barrel sampling. The water in the gravel pit exceeded the MCL for benzene and proposed MCL for toluene. The bottom sediment in the gravel pit exceeded ADEC cleanup guidelines. Contents of two of the ten sampled barrels were characterized hazardous waste. A total of 75 barrels were found in the survey. Trichloroethene was detected in 3 off-site drinking water wells at concentrations up to 29 ppb (greater than MCL). It is thought that contamination of the nearby wells is linked to the site. |

The water quality results for 1378 Smithson were returned in the mail as undeliverable because of no mail box. The results were sent to Mr. Curtis & Shana McNeal at 1370 Smithson the registered owners of the property. A check with the Fairbanks North Star Borough (database query and telephone call by Mitzi Read) found 1370 Smithson as the only valid mailing address.
The water quality results were hand delivered by Mr. Douglas Bauer on 3/2/2005. There was no one home at a green house trailer at 1378 Smithson at the time so the results were left in the front door sill. The residence at 1378 Smithson qualifies for a water treatment system since the TCE concentration is 4.0 µg/L which is above the 3.5 µg/L water treatment criterion. The TCE increase is statistically significant based on previous sampling. |

Reviewed sampling data for land-farmed soil. On May 11, 2006 Mr. Arvil Still hand-delivered a letter in which he agreed to the ground water monitoring schedule discussed in a December 15, 2005 meeting with ADEC and memorialized in ADEC’s December 19, 2006 letter.
Mr. Still also furnished soil sampling data for the land-farmed soils (70 cubic yards). At the time of the December 15th meeting, he stated that the soil met cleanup standards and he would have to contact the estate of John Jannsen to get the data. Unfortunately there is a problem with the data. Based on the quantity of excavated soil, the regulations require three samples plus a duplicate. Mr. Still could only provide two samples with no duplicate. One of supplied samples meets the 250 mg/Kg standard at 82.1 mg/Kg while the second sample exceeds the standard at 283 mg/Kg. Without a duplicate sample, the precision of the submitted samples can not be assessed.
I recommend that Mr. Still re-sample the land-farmed soil according to regulations. With an acceptable measure of precision, then the three samples could be averaged in a technically defensible manner. |

3. DEC must be notified if soil within 100ft radius of MW-21 is to be excavated because soil samples from a depth of 7.5-9.5 ft indicate PCE and benzene were above cleanup levels (0.62 and 0.11 mg/kg respectively).
4. Groundwater use and activities that disturb the existing contamination are prohibited without written approval from DEC.
