Problems/Comments

Site operated 1953 to present. Possible contaminants include unknown quantities of petroleum products, halogenated solvents. Small area affected by petroleum leak near tank farm. Extent of contamination otherwise unknown. Also see 350.45.002. EPA ID# AK1570028695--CERCLIS site. DSMOA site. (rpltr8). Two sites are listed on the Air Force Relative Risk Evaluation Worksheets dated 9/3/95: a garage (IRP site SS002) and a diesel fuel spill (IRP site SS001). Both sites are assigned an overall risk of HIGH on the worksheets. The worksheets identify exposure pathways of inhalation/ingestion of soil/dust and ingestion of surface water for humans; ingestion/inhalation of soil/dust and ingestion of surface water and sediment for other mammals; ingestion of surface water and sediment for birds; and direct contact for aquatic organisms. Last staff assigned were Cutler and Stephens. The Vehicle Maintenance Facility (VMH) Area is located within USAF ERP Site SS002. Four distinct source areas at the main installation are located within SS002: the Vehicle Maintenance Area, the Vehicle Fueling Station Area, the Radome Area, and the Transformer Stand Area. The VMH is located west of Module Train A. The building was constructed in 1953 and is still an active vehicle maintenance and storage facility. This area was investigated in the 1996 Remedial Investigation Report due to concerns about release of liquids to the ground surface from floor drains. Polychlorinated biphenyls (PCBs) were detected in soil underneath the building at a maximum concentration of 370 mg/kg; DRO was detected up to 7,700 mg/kg. PCBs were detected in soil at the west end of the building, apparently from washout of soil from underneath the building. PCBs were also detected in tundra soil on south side of road that parallels the south side of the building. An interim removal action in 2006 removed PCB contaminated soil to permafrost in a 30 foot square area immediately west of the building. Confirmation samples showed PCBs remaining in the soil up to 53 mg/kg along the southern portion of the excavation. The volume of soil with PCBs greater than 1 mg/kg in the areas around the building is estimated at 178 cubic yards. The volume of soil with PCBs greater than 1 mg/kg underneath the building is estimated at 189 cubic yards.

6/16/2005 Update or Other Action T. Stephens reviewed and sent comments on a draft work plan for cleanup of petroleum and polychlorinated biphenyl (PCB ) contaminated soil at the Garage Site. Soil underneath the garage is contaminated as a result of past usage of floor drains that discharged directly to the ground under the building. The garage is built on pilings, and the work plan calls for excavation with the garage left in place. Due to limited funds, the Air Force plans to excavate the soil and store it in supersacks in an Air Force hangar adjacent to the Naval Arctic Research Laboratory airstrip. Staff has deferred approval of the work plan until the Air Force submits a plan and timetable for disposal of the soil. Tamar Stephens

A total of 63.1 tons of soil contaminated with polychlorinated biphenyls (PCBs) were excavated to permafrost from the area adjacent to the west end of the garage. The excavation was covered with geofabric and covered with clean fill. A berm was constructed to prevent further migration of contamination from under the garage building. Confirmation sampling shows that PCBs remain on the southern portion of the excavation with concentrations up to 53 milligrams per kilogram (mg/kg), which exceeds the DEC cleanup level of 1 mg/kg. Sampling at two tundra areas showed PCBs are present above cleanup level (area immediately west of the excavation; and an area on the south side of the road from the garage). Multi-incremental sampling was used to evaluate three sections of roadway, two along the access road and one on the gas meter road between the garage and Imikpuk Lake, to determine whether road grading activities have resulted in the spread of PCBs to other portions of the facility. PCBs were not detected in the two access road sections. PCBs were detected on the gas meter road at 0.016 mg/kg, which is below the DEC cleanup level of 1 mg/kg. Surface water and sediment were sampled in Imikpuk Lake at the end of the gas meter road to assess for potential migration of PCBs to the lake due to road grading activities. No PCBs were detected in sediment and surface water samples. Tamar Stephens

12/11/2007 Risk Assessment Report Approved ADEC received the Final Risk Evaluation Report – Alaska North Slope Radar Installation Sites on November 6, 2007. This report meets the requirements of the ADEC Contaminated Sites Program Risk Assessment Procedures Manual, adopted by reference in 18 AAC 75.340. An approval letter was sent to Dave Cook, Program Manager HQ PACAF/A7NR, on December 10, 2007 This project identified categories of sites that are common on remote Air Force installations in the North Slope region of Alaska and developed conceptual site models and human health and ecological risk based screening levels for four of these categories: garage sites, fuel storage sites, non-fuel storage sites, and transformer sites. The project developed templates for conducting human health and ecological risk evaluations for these categories and performed a risk evaluation as a test case for one example of each type of site. The final report contains guidance on applying the process to other North Slope region sites. It may be used on a site-specific basis as a tool to assist in assessing potential risks posed by North Slope Air Force installation sites. Tamar Stephens

7/25/2020 CERCLA SI DEC approved the “Final Perfluorooctanoic Acid, Perfluoroctane Sulfonate, and Perfluorobutane Sulfonate Site Inspections, Uniform Federal Policy-Quality Assurance Project Plan Work Plan, Six Remote Radar Stations, Alaska” dated July 2020. This work plan was prepared by United States Air Force to guide investigation of the potential presence of perfluorooctanoic acid (PFOA), perfluorooctane sulfonate (PFOS), and perfluorobutane sulfonate (PFBS) at six remote radar sites in Alaska through the sampling of surface water, groundwater, soil and sediment. 6/20/2022 Document, Report, or Work plan Review - other ADEC approves the 2021 Long-Term Management Report Point Barrow Long Range Radar Site Site SS002. This report detailed the annual inspection activities conducted in August 2021 to assess the status of the institutional controls/land use controls (IC/LUC) at Site SS002. This included a visual inspection of the building for notification signage and observation of the soil cap below the structure for disturbances. One notification sign was replaced at the northwest corner of the site and a new sign was installed on the southeast corner of the building and a small section of the perimeter fence requires repair. This report details the second CERCLA FYR for SS002 and second discretionary periodic review for SS003 at Point Barrow LRRS and selected remedies to ensure that remedies selected in the 2011 Record of Decision have been implemented, are performing effectively, and continue to be protective of human health and the environment. 2/8/2023 CERCLA ROD Periodic Review DEC reviewed and approved the Final Second Five-Year Review for CERCLA Site SS002 and Second Periodic Review for SS003. This report details the review of the selected remedies for SS002 and SS003 to ensure remedies selected are being implemented effectively and are performing as expected, remaining protective of human health and the environment. The protectiveness determination for SS002 was found to be protective and the selected remedy was found to be functioning as intended. The protectiveness determination for SS003 was concluded as 'will be protective' pending installation of IC signage and the filing of a NAUL. Kelly Walker
4/5/2023 Long Term Monitoring Workplan or Report Review DEC completed review of the 2022 Long-Term Management Report for SS002. This report detailed the annual inspection of institutional controls/land use controls in place at SS002, Vehicle Maintenance Facility. Site conditions remained largely unchanged. One sign was repaired on the southeast corner of the building. All other IC signs were intact, legible and in good shape. The perimeter fencing was in general good condition with the exception of a section on the southwest corner that needed repair. Kelly Walker
