Problems/Comments

Waste Accumulation Area Number 1 was used from 1970 - 1985 for drum storage. The former Bulk Fuel Storage Area consisted of 2 large ASTs. Two major fuel spills occurred (approximately 1970 and 1981). High levels of DRO detected downslope from area and surface water samples contain DRO, BTEX, chlorinated solvents, and pesticides above regulatory levels. Environmental Restoration Program sites SS001 and SS007. Located east and southeast of the former power plant. The site is assigned a HIGH overall risk on the Air Force Relative Risk Evaluation Worksheet dated 8/23/95. The worksheet indicates that soil, groundwater (seeps), and surface water have been found to be contaminated with diesel fuel. Potential receptors are identified as site workers and visitors, land mammals and birds. The public of the Fairbanks area has easy access to the installation for hunting, hiking, berry picking, etc. Several vegetation dead zones along the hill have resulted from the fuel releases. The contamination associated with the site has migrated off Air Force property onto DNR land.

4/18/2001 Cleanup Plan Approved Interim Remedial Action Decision Document was signed 4-12-01. The decision is to do hot spot removal of contaminated soil greater than 20,000 ppm DRO. Quantity is estimated at 8,000 cubic yards. Re-vegetation and erosion control are also planned to be done summer of 2001 in conjunction with a clean sweep project. Patrice Buck

1/10/2006 Meeting or Teleconference Held DEC met with the Air Force and their contractors to discuss the next step for site restoration at Murphy Dome. The Air Force presented an assessment of cumulative risk posed using existing site data. The assessment was put together in 2004, but not submitted to DEC previously. 3/23/2016 Site Characterization Report Approved DEC approved the report entitled "Final Report for Data Gap Investigation at SS01 and SS07, Murphy Dome, Alaska". The purpose of the data gap investigation was to identify and evaluate data gaps remaining at the Murphy Dome SS01 and SS07 sites. The report described activities, results, and conclusions of the investigation, including the following: development of maps to show known contaminated areas and identify data gaps; UVOST screening to delineate the horizontal and vertical extent of petroleum hydrocarbon contamination in the investigation areas; collection of soil samples for correlation with the UVOST screening results, and for evaluation of contaminant concentration; and collection of surface water samples from the seeps to evaluate the potential for continued downgradient contaminant transport. The latter activity could not be completed because no seeps were found at the time of investigation. Joy Whitsel

This work plan describes soil and groundwater sampling intended to address data gaps in site characterization at Murphy Dome Long Range Radar Station. 1/3/2020 Document, Report, or Work plan Review - other DEC reviewed Draft Report for Supplemental RI at SS001 and SS007. This report described the installation and subsequent decommissioning of 6 groundwater monitoring wells that were all dry, along with several soil boring sampling events and 'ephemeral water body (EWB)' sampling events. There were many exceedances for DRO and RRO in the soils, and one exceedance of RRO in an EWB. Historical surface water samples were above clean up levels for EDB and alpha-BHC. 6/3/2020 Site Characterization Report Approved DEC approved the Final Supplemental Remedial Investigation Work Plan, Revision 1 for Murphy Dome LRRS. The work plan is intended to characterize the site, address data gaps, and fully delineate fuel contamination in soils and surface water at sites SS001 and SS007, as well as fully delineating lead contamination in soil at site SS002. This will be accomplished by site wide UVOST sampling, soil borings near lead impacted soil, and surface water grab samples if encountered. Tim Sharp
2/26/2021 Update or Other Action DEC sent comments on the Murphy Dome RAO/ICLUC Draft Report. Cover for LF003 is in good condition, while soil staining and distressed vegetation is evident at SS007. The Remedial Investigation currently underway may provide more insight to soil and vegetation effects. Tim Sharp
4/21/2021 Institutional Control Update DEC Approved the Final 2020 RAO ICLUC Report. LF003 shows minor erosion, but not enough to warrant a response at this time. Discolored soil and vegetation was observed at SS007. Further investigations will continue in the future. Tim Sharp
4/26/2021 Document, Report, or Work plan Review - other DEC sent comments on the Draft LTM Report. Comments generally asked for incorporation of information from the 2020 RAO/ICLUC Report that was approved earlier in the month. The report detailed further delineation of fuel, chlorinated solvent, and pesticide contamination at the site. The report detailed Institutional Control/Land Use Control (IC/LUC) inspections, landfill cap inspections, and sign maintenance. 3/8/2023 Document, Report, or Work plan Review - other DEC reviewed and provided comments for the Draft Final Long-Term Management Report Murphy Dome Long Range Radar Site, dated October 2022.The report describes the long term management activities conducted during the fall of 2022 for the Landfill Number 1 (LF003) and Waste Acumulation Area Number 1 and Bulk Fuel Storage Area (SS007) sites at the Murphy Dome Long Range Radar site located in Fairbanks, Alaska. Inspections of signs and site conditions were conducted at both sites along with a landfill inspection at LF003. Continued annual inspections were recommended for both LF003 and SS007. Additionally, based on findings from the 2020 remedial investigation, the expansion of site boundaries for SS007 was reccomended. Ginna Quesada

The report describes the document search and interviews to identify the potential presence of per- and polyfluoroalkyl substances (PFAS) associated with aqueous film-forming foam (AFFF) at the Murphy Dome Long Range Radar site located in Fairbanks, Alaska.
