Problems/Comments

Landfill Number 1 covers approximately 1 acre. ADEC has no permit for this landfill which was used about 1950 to 1969. In 1987 a cleanup was performed and 2 feet cover applied. Limited sampling detected DRO soil contamination. Additional site investigation 1994. LF03. Landfill Number 1 is located where the unimporved road forks about 0.5 miles northwest of the helicopter pad. (rpltr8). The site is assigned a LOW overall risk on the Air Force Relative Risk Evaluation Worksheet dated 8/23/95. The worksheet indicates that soil may be contaminated, but that preliminary results indicate minimal contamination, if any. The worksheet states that the site will be proposed for NFRAP.

3/20/2013 CERCLA ROD Approved DEC and the Air Force signed the ROD for this site. Remedial Investigation results did not find contaminants of concern at concentrations that pose an unacceptable risk to human health or the environment. However, becuase the contents of the landfill were not characterized and it is assumed that hazardous materials were disposed of in the landfill, institutional controls will be developed and maintained to document the location of the site, the need to maintain the soil cap over the buried wastes, and to limit future land use. Signs will be placed around the perimeter of the landfill. The Air Force will inspect the landfill cap and signs annually, until DEC and the Air Force agree to modify the schedule. The Air Force will require dig permits for any activities that could breach the landfill cover and will avoid ground disturbing activities at the site. The land use controls/institutional controls will be recorded in the USAF Real Property Records, a Notice of Environmental Contamination will be recorded in the State land records, and the site will be incorporated into the 611 Air Support Group Land Use Control Management Plan. 2/23/2015 Institutional Control Update On February 10, 2015, DEC received a work plan for field and reporting activities associated with institutional control (IC) inspection at LF003. DEC approves the work plan. This activity was listed in the DSMOA Joint Execution Plan as CERCLA - Long-Term Monitoring. Joy Whitsel
12/15/2015 Institutional Control Periodic Reporting Approved report of IC inspection performed on 26 June 2015. During the site inspections, the area surrounding the site was observed to be accessed by people for recreational purposes, and there was evidence of moose (droppings) using the site and surrounding area. Signs were posted at the site in 2014 to warn the public of potential risks associated with using the area. All four signs were present and in their original location. The following recommendations were included in the inspection report: - The sign near the helipad at the entrance of the dirt road for access to Site LF003 is illegible and should be replaced. - The debris that was found on Air Force property outside the boundary of LF003, presents a potential hazard to recreational users of the area. The Air Force may consider removal of debris for public safety. Joy Whitsel

9/9/2019 Institutional Control Periodic Reporting ADEC reviewed the “Draft First Five-Year Review Murphy Dome Long Range Radar Station Murphy Dome, Alaska” dated July 2019. The five year review documents evaluation of the remedies implemented at SS002 and LF003, and makes recommendations to replace and add additional signage; reassess site boundary to encompass the full extent of debris/waste identified; update USAF Real Property Records and file an “Environmental Notice of Contamination” in the State land records to ensure protectiveness of those remedies Comments are enclosed. 4/21/2021 Institutional Control Update DEC Approved the Final 2020 RAO ICLUC Report. LF003 shows minor erosion, but not enough to warrant a response at this time. Discolored soil and vegetation was observed at SS007. Further investigations will continue in the future. Tim Sharp
4/26/2021 Document, Report, or Work plan Review - other DEC sent comments on the Draft LTM Report. Comments generally asked for incorporation of information from the 2020 RAO/ICLUC Report that was approved earlier in the month. The report detailed Institutional Control/Land Use Control (IC/LUC) inspections, landfill cap inspections, and sign maintenance. 3/8/2023 Document, Report, or Work plan Review - other DEC reviewed and provided comments for the Draft Final Long-Term Management Report Murphy Dome Long Range Radar Site, dated October 2022.The report describes the long term management activities conducted during the fall of 2022 for the Landfill Number 1 (LF003) and Waste Acumulation Area Number 1 and Bulk Fuel Storage Area (SS007) sites at the Murphy Dome Long Range Radar site located in Fairbanks, Alaska. Inspections of signs and site conditions were conducted at both sites along with a landfill inspection at LF003. Continued annual inspections were recommended for both LF003 and SS007. Additionally, based on findings from the 2020 remedial investigation, the expansion of site boundaries for SS007 was reccomended. Ginna Quesada
