Problems/Comments

One of four sites at FAA's Moses Point facility (see separate database entries for others). Extensive diesel contamination at site of former tank farm; smear zone at soil/groundwater interface encompassing an area of 3 acres documented. A Restoration Advisory Board (RAB) formed in late 1998 is addressing this and other Moses Point sites; RAB members include community members, the Army Corps of Engineers, and FAA. Latitude and Longitude is for the airport. 2019 - The former fuel storage area consisted of five 20,000 gallon vertical and one 25,000 gallon horizontals fuel tanks with interconnected piping. The tank farm was fueled by barge from the mouth of the Kwiniuk River. The tank farm was abandoned in 1972 when the station was closed. A survey conducted in 1988 identified leaking pipe joints, leaking valves, and a leaking tank entry door. Visible spills were evident surrounding the tank farm. In 1994, the fuel lines were capped and abandoned after removal of residual fuel. The four large ASTs (ASTs 12-A-1 through 12-A-4) that remained on site were decommissioned and removed. Petroleum contamination remains in subsurface soils as of 2019. Work after May 15, 2019 will be tracked under Hazard ID 27088

Action Information

Action Date Action Description DEC Staff
11/8/1995 Update or Other Action Letter from ADEC project manager Kent Patrick-Riley reviewing "Site Cleanup and Investigation Report (SCIR)" for FAA Moses Point Station, Elim, Alaska, Volumes I-V, prepared by Ecology and Environment; dated August 1995; submitted 10/27/95. Also included in the review were the Underground Storage Tank Assessments for four USTs at the FAA Moses Point VORTAC: Facility ID 1230, Tank IDS 12-B-01 (EEB1), 12-B-02 (EEB2), 12-B-3(EEB3), 12-B-4(EEB4). 3/19/1998 Update or Other Action CSRP issued a file review letter outlining ADEC requirements for all FAA sites at the Moses Point facility except the regulated tank sites. Dear Mr. Newman: Thank you for FAA's participation in the Elim public meeting held on January 28th of this year. At the meeting, Elim residents were able to make their concerns regarding contamination at area FAA sites known to FAA, Army Corps of Engineers, EPA and Department representatives. We look forward to working with FAA to develop an appropriate forum for providing information to the community of Elim regarding future remedial action decisions at FAA sites in Elim and Moses Point. The Department has completed its technical review of the file for Elim and Moses Point FAA sites with the exception of the regulated underground storage tank (UST) issues. Although review by UST staff is not complete, it appears that additional work will be required prior to closure of the UST sites. UST staff expect to complete their review by April 30, 1998. Eileen Olson
4/20/1998 Meeting or Teleconference Held Meeting held in Representative Don Young's office, attended by DEC, COE, FAA, Chad Padgett of Don Young's office, and Elim representatives. Principal issues are extent of Elim's involvement in performing site work, and ensuring that Elim's concerns are addressed during site characterization and cleanup. Elim Native Corp. and City of Elim may deny site access if contract is not given to City of Elim. Eileen Olson

6/29/2000 Update or Other Action Review letter for all FAA sites--comments on "Moses Point RI/FS - Draft Remedial Investigation," which reports on work done in July 1999. An important issue governing the development of cleanup levels at the FAA Complex (which includes the tank farm) is the status of groundwater, which is discussed in section 2 of the report. Wells used at the complex in the past include three wells which were abandoned due to saltwater intrusion, and a fourth well which was decommissioned in 1994 due to fuel contamination. The FAA reportedly had a deionization treatment system to remove salt and other impurities from water used at the station. Four of the fifteen monitoring well samples collected at the FAA Complex did not exceed salinity limits. The letter states that the Department cannot independently make a determination that groundwater at the facility is nonpotable without additional public and landowner input regarding groundwater use. Eileen Olson
6/29/2000 Update or Other Action Received Moses Point Draft Feasibility Study, dated July 2000. Eileen Olson
7/19/2000 Meeting or Teleconference Held Meeting and discussion held in Elim, at the time scheduled for the 7th RAB meeting; however, as there was not a quorum, the meeting is not considered a RAB meeting. During the meeting FAA announced that it is taking responsibility for buildings and towers on the property. Ironically, an osprey pair had set up a nest at the top of one tower between FAA's last visit in June, and the 19th of July. Eileen Olson
10/20/2000 Update or Other Action Staff issued a review letter for the Moses Point draft feasibility study, and will attend a comment resolution meeting on October 24th. The feasibility study presented and compared alternative cleanup methods based on evaluation criteria which were scored and summed. A preferred alternative will be presented in the final draft, after comment on the current draft is received. One problem with the draft identified by staff was that only the cost for remediating all soils which exceeded 250 mg/kg DRO was estimated, resulting in astronomical costs estimates. Since FAA plans to seek alternative cleanup levels, the Department requested that FAA also estimate the cost for remediating soils which exceed the proposed alternative cleanup levels. Review comments for the report which pertain to DOD sites in the area were previously provided by Tamar Stephens of the Department's DOD Section, in her letter of September 25, 2000. Eileen Olson
