Problems/Comments

Reported possible soil contaminants include PCBs, pesticides, petroleum products, alcohols, spray paints, solvents, radioactive tubes, battery acid, asbestos, and klystron tubes with beryllium dust. Quantities disposed, extent of soil contamination unknown. No drinking water source near site. Also see file 610.15.002 and archived file 610.23.001. EPA ID #AK5570028659. Unable to substantiate all information in problem statement with file. ADEC believes there may be two landfill sites, one not permitted and on Alaska Division of Lands property. DEC Solid Waste Permit#s 8632-BA003 and 8432-BA003. White Alice site declared excess in 1978. State has selected real estate. Two IRP sites are listed on the Air Force Relative Risk Evaluation Worksheets dated 9/13/95: a White Alice site (IRP site OT001) and a landfill (IRP site LF002). The White Alice site is assigned a HIGH overall risk on the worksheet; the landfill is assigned a LOW overall risk. The worksheets indicate that contaminants are at the ground surface at both sites and that the area is used seasonally by hunters and caribou. Active 1956-1980. The Granite Mountain CERCLA Record of Decision was approved by DEC on January 12, 2011. The Granite Mountain Decision Document (for petroleum sites) was approved by DEC on January 10, 2011. All sites at Granite Mountain are considered Cleanup Complete, some with Institutional Controls. See individual site entries for details.

5/12/2000 Meeting or Teleconference Held Staff met with the 611 to discuss the Draft RI report of the investigation performed last summer. 5/26/2000 Update or Other Action Staff reviewed the Draft RI report. ADEC has rejected the baseline risk assessment because the contractor did not follow the Department’s Risk Procedures Manual. A conflict resolution meeting is scheduled for May 30th. Patrice Buck
6/2/2000 Meeting or Teleconference Held Staff attended a conflict resolution meeting in Anchorage to discuss the draft baseline risk assessment. Contractors for the 611th CH2M Hill and ADEC review contractor E&E were present. The 611th agreed to submit a revised conceptual site model and contaminant of potential concern (COPC) selection. Many of the errors in the risk assessment begin with fundamental misconceptions. ADEC has rejected the draft baseline risk assessment but think a lot of the work is salvageable. Patrice Buck
8/11/2000 Update or Other Action Staff reviewed the revised Draft Conceptual Site Model (CSM) which is part of the baseline risk assessment in the RI/FS. The ADEC risk assessor commented that previously submitted comments, by ADEC and our contractor E&E were not addressed in this Revised Version. 10/16/2000 Update or Other Action Staff sent comment on Draft Proposed Plan for No Further Remedial Action Planned (NFRAP) for AOC01, AOC02, AOC04, AOC14, AOC10, AOC18, WP008. The 1999 Remedial Investigation found these sites did not have contamination above the Method 2 clean up levels. The public meeting is planned for October 26-27 in Buckland and Koyuk will discuss the RI findings and begin a public comment period for the Proposed Plan. Patrice Buck
10/27/2000 Meeting or Teleconference Held Granite Mt. RRS (Buck) Staff, the 611th, and CH2MHill participated in public meetings in Buckland and Koyuk to discuss results of the Remedial Investigation conducted in the summer of 1999 for the Granite Mountain RRS. The meetings were held October 25 and 26. A draft Proposed Plan was also presented which no further action is recommended for seven sites at the facility where contamination level were found to be lower than Method 2 clean up levels. Feasibility Studies and Proposed Plans for the remaining site will be done in the future. The communities were concerned about human and ecological risk. It was explained that the risk assessment has not been finalized and technical issues have not been resolved between ADEC and the 611th. Hopefully the problems will be worked out by later this winter and the communities will be informed of the conclusions. Patrice Buck

1/10/2006 Meeting or Teleconference Held DEC met with the Air Force project manager to discuss the next steps for the Granite Mountain IRP sites. Work from 1999 - 2002 led to the completion of the Remedial Investigation/Feasibility Study (RI/FS) and draft Decision Documents, however, the Air Force is now inclined to perform additional investigation as a focused RI/FS inclusive of a new risk assessment. DEC has already approved the prior risk assessment in 2001, and was prepared to sign Decision Documents with revisions. However, DEC welcomes additional investigation for more precisely defining the areas of contamination that will require treatment before implementing remedial strategies. Colin Craven
11/30/2006 Update or Other Action Due to prior concurrence with DEC, the Air Force is now keeping to the original plan of completing decision documents in approximately 2009-2010 to support a site demolition and environmental restoration in 2011-2012. Colin Craven
5/24/2007 Meeting or Teleconference Held PM attended Peer Review Meeting at Elmendorf AFB May 22 -24. The Review Team consisted of Chris Wright (team chair) HQ PACAF/CEVR; James Gonzales, HQAFCEE/TDE; Ron Porter and John tunks of Noblis Consultants, and Joann Socash of Booz Allen Hamilton. Larry Underbakke the 611 CWS/CEVR PM was present for the first day and one-half. John Halverson ADEC attended the first day. A Remedial Investigation report and a FS report were completed in 2001. The Peer Review team evaluated the completeness and accuracy of the RI and FS reports with respect to identifying site characterization procedures, contaminant locations and media, contamination degree and extent, contaminant migration rate and range, and identification of potential receptors via risk assessments evaluations. 7/10/2008 Meeting or Teleconference Held Pre-meeting with the Air Force PM (Glen Verplanke) and the contractors (Jacobs Engineering, Kelly McGovern and Heather Ptak) to discuss the July 2008 draft RI workplan. The RI will address data gaps identified by the Peer Review Team in the previous RI/FS. 10/31/2008 Meeting or Teleconference Held Contaminated Sites staff participated in a teleconference with the Air Force project manager, and their consultant to discuss preliminary data from the 2008 Supplemental Release Investigation (SRI. The initial Release Investigation (RI), conducted in 1999 detected diesel and residual range organics (DRO and RRO), lead, and Polychlorinated biphenyls (PCBs) in surface and shallow subsurface soil. DRO above Table C cleanup levels was present in a perched water table at the Upper Camp Area. The 2008 SRI was conducted to better delineate the extent of the soil contamination at all areas of concern that were determined to require further remedial action. Further delineation of the previously identified lead and RRO contamination did not detect these contaminants above the soil cleanup levels. Land spreading of petroleum contaminated soil at Upper Camp was discussed as a possible remedial action. The Air Force has proposed to use Mechanical Chemical Destruction to remediate PCBs above 10 parts per million (ppm) and to landfill PCB soil below 10 ppm on property owned, and retained by the Air Force. Landownership maps have not been submitted to the Department, but it appears as though several disposal areas, and the Air Force Landfill may be located on land owned by DNR. It was agreed that we would meet again in the near future to discuss the MCD Treatability Study, the PCB landfill, and land ownership issues. Kim DeRuyter

The purpose of the SRI was to further delineate contaminant plumes prior to the remedial action. 2/24/2009 Document, Report, or Work plan Review - other The Draft Remedial Action Work Plan for petroleum contaminated soil was received 2/24/09, DEC comments were sent on 3/18/09. The work plan addresses clean sweep building demolition, landfill construction and environmental remediation of contaminated soil. The Air Force intends to landspread the petroleum contaminated soil prior to demolition of the buildings, and either place the soil in a cell in the permitted on-site landfill, or if confirmation sampling indicates the soil concentrations are below direct contact cleanup levels, the soil may be used as landfill cover. Soil containing polychlorinated biphenyls (PCBs) below 10 mg/Kg will be placed in the permitted landfill, and a mechanical-chemical destruction (MCD) treatability study will be conducted to treat PCB soil with concentrations exceeding 10 mg/kg. The Air Force proposes to use multi-incremental sampling to verify that all of the PCB contaminated soil has been removed. Partial breakdown of the PCB soil during the MCD process will produce dioxins which should be destroyed with longer processing times. If the MCD treatment fails to reduce PCB concentrations to below 10 mg/kg, or if dioxin concentrations in the treated soil exceed cleanup levels, the soil will be shipped to an approve hazardous waste facility. The Air Force will retain ownership of the landfill and maintain institution controls on the site. Kim DeRuyter
3/9/2009 Document, Report, or Work plan Review - other The Engineering Evaluation and Cost Analysis (EE/CA) was received on 3/9/09, DEC and DOL coments were provided on 4/6/09. The EE/CA evaluates costs and effectiveness of various remedial actions for the site, and recommends land spreading of POL soil, and construction of a PCB cell with in the permitted construction and debrie landfill for PCB contaminated soil with concentrations below 10 mg/kg. Soil with higher concentrations of PCB are not specifically addressed in the EE/CA, they will be addressed in a separate treatability study. Kim DeRuyter
3/19/2009 Document, Report, or Work plan Review - other A draft workplan for the MechanoChemical Destruction Treatability Study of PCB-Contaminated Soil was received. The workplan outlines the proposed MCD treatment and sampling and analysis plan for PCB contaminated soil with concentrations greater than 10 mg/kg at the site. The Air Force will ship soil to an appropriate hazardous waste landfill if the treatability study fails to effectively treat the soil. Kim DeRuyter
3/26/2009 Document, Report, or Work plan Review - other A fuel decision document was received on 3/26/09. The DD proposes to landspread petroleum contaminated soil at upper camp. Soil with concentrations below ingestion, inhalation, or direct contact levels may be used as cover for the on-site permitted landfill. The Air Force has not provided information on the location of the land-spread area, this will be required prior to signing the final document. The soil must be landspread on land owned and maintained by the Air Force and can not be spread near wetlands, or where run-off might impact wetlands. The Air Force will need to maintain institutional controls on the landspread soil until analytical sampling indicates that the soil has met cleanup levels. Kim DeRuyter
4/29/2009 Cleanup Plan Approved A Draft Final POL work plan titled Clean Sweep Building Demolition, Debris Removal, Landfill Construction and Environmental Remediation was received on 4/9/09. 7/1/2009 Site Characterization Report Approved Contaminated Sites Staff reviewed and approved the Final Supplemental Remedial Investigation (SRI) Report for the Granite Mountain Radio Relay Station. The SRI describes characterization activities conducted at the Granite Mountain Radio Relay Station (RRS) during the 2008 field season. The Departments comments on the Draft SRI were incorporated in the Final Document. Kim DeRuyter
7/21/2009 Meeting or Teleconference Held Contaminated Sites (CS) staff (Kim DeRuyter and Earl Crapps) participated in a teleconference with Dan Leigh, Wayne Coppel and Geoffrey Compeau from Shaw Environmental, Inc. to discuss the initial results from the Shake Down and Demonstration Phase of the Mechanical Chemical Destruction (MCD), Treatability Study being conducted at the Granite Mountain Radio Relay Station site. These first two phases of the Treatability Study were conducted by Environmental Decontamination Ltd. (EDL) with EPA oversight under a Demonstration Permit. The objective was to demonstrate successful operation of the MCD mobile unit; so that EPA would allow EDL to continue interim operations to treat any remaining soil on site, and ultimately obtain Nation Wide Approval of the MCD technology. During the Shake Down Phase, PCB soil with initial concentrations below 50 mg/kg was treated while fine tuning the various segments of the operation. The post treatment composite sample result from the Shake Down Phase contained 1.2 mg/kg PCBs. The Demonstration Phase which used PCB soil with higher concentrations (up to 1,200 mg/kg) was not successful. Post treatment sample results from trials run during the Demonstration Phase range from 20 to 40 mg/kg. Modifications were made to the MCD unit when it was installed at Granite Mountain which limited the operator’s ability to control soil treatment times. These modifications were made without the Departments approval. Treated soil and oversized materials are currently stored in super sacks near the Vehicle Maintenance Garage at the site. Further soil treatment is on hold until EPA determines whether or not to allow EDL to conduct further trials under their demonstration permit. CS staff will be traveling to Granite Mountain next week. Kim DeRuyter
4/22/2010 Update or Other Action Remedial Action Report Approval letter sent today. The report describes the 2009 excavation of PCB and POL contaminated soil. Discrete and MI samples at the limits of the PCB excavations were all below 1 mg/kg. Petroleum contaminated soil was land spread at upper camp. When confirmation samples indicated concentrations were below the health based cleanup levels the soil was used as cover on the construction and debris landfill. The scatter dish antenna foundations were within the perimeter of the Construction and Debris Landfill. Two of the foundations swere cleared of soil to a depth of 9 feet and backfilled with soil containing PCBs below 10 mg/kg. This soil was covered with two layers of hypalon membrane then covered with approximately 2 feet of clean gravel to assure that the PCB soil could be relocated if necessary, and would not mix with any other waste stream. 6/2/2010 Update or Other Action Comments were provided on the Draft Proposed Plan. The Air Force's preferred remedy is institutional controls for sites with buried debris, groundwater contamination, or buried PCBs below 10mg/kg (in the permitted landfill at OT001), and no further action for the remaining sites which met the cleanup level as a result of the 2009 remedial action. 6/9/2010 Site Visit Conducted a site visit to Granite Mountain with Jacobs Engineering. The OT01 landfill cap is in good shape, the antenna foundations are well covered, but taller than the surrounding area, so clearly identifiable. A metal detector survey of disposal area A aka AOC01 indicated a large area in the North Western portion contained significant concentrations of buried metal debris. This disposal pit was not entered as a site in the database because it was thought to have been consolidated with Disposal Area B and C into Disposal Area D or the western portion of LF02. The public meeting in Koyuk was postponed due to a scheduling conflict. Kim DeRuyter
7/1/2010 Site Visit Staff conducted a site visit with the Air Force and their contractor. The purpose of the site visit was to determine which disposal areas still contained buried debris as the site history indicates that contents of several of the disposal areas were dug up and moved to the permitted landfill in the mid 1980's. A metals survey indicated that buried debris was present at disposal areas A, F, and K. These sites will require institutional controls to designte their locations and keep future site users from digging into or developing over the buried debris without contacting the Department and developing a plan to manage the buried waste. No surface or subsurface contaminants were detected during investigations of these disposal areas. Kim DeRuyter
7/1/2010 Meeting or Teleconference Held Staff attended a public meeting in Koyuk. The meeting was congenial with about 9 members of the community in attendance. They were grateful for the work done to cleanup the site, but requested that the PCB soil in the landfill at OT001 be removed. The Air Force considered this request, and responded in a letter saying that they would continue to monitor the site, but they had meet the legal requirements for PCB cleanups, and would leave the PCBs in place. 12/21/2010 Meeting or Teleconference Held Staff met with the Air Force and the Department of Natural Resources (DNR) to discuss documentation and maintenance of institutional controls on the landfills and disposal pits at the Granite Mountain Radio Relay Station. Permitted landfills and several disposal pits associated with historic Air Force activities were located on State property. DNR stated that unless the disposal areas are authorized by a permit or lease, they are considered a trespass on state land which should be permitted, leased, or cleaned up. However, DNR is not able to enforce cleanup of all trespass concerns because they are too numerous. They work to resolve the trespass issues of highest priority. Trespass, permitted, or leases of property can be issued an ADL# which is then tracked on the DNR mapping system which is available to the public on the DNR website. DNR wanted more time to evaluate whether they would prefer to permit, or lease the impacted properties to the Air Force, or if they would just track these sites as trespass sites. The old permitted landfills were authorized by BLM with DNR concurrence, so DNR already has a case file and an ADL number for those. The location of the disposal pits and landfills should also be recorded with the State Recorders office; this is a separate mechanism from the ADL tracking system, and is typically only reviewed as part of a property transfer. The ADL system is reviewed prior to issuing permits or making land use decisions. The Air Force agreed to survey the disposal pits this coming summer in order to provide their exact locations to DNR. 1/19/2011 Update or Other Action The CERCLA ROD and Petroleum DD were submitted to the department. Staff provided comments on several versions of the documents. Initially, petroleum contamination at sites with CERCLA contaminants were covered in the ROD. The structure of the CERCLA ROD did not allow for adequate coverage of the petroleum at these sites. Since the petroleum and CERCLA contaminants were not co-located it was decided that the petroleum cleanups at the CERCLA contaminated sites could be covered in the Petroleum Decision Document. Staff provided comments on the draft and draft final versions of these restructured documents. The ROD and Decision Document are currently being prepared for signature. Kim DeRuyter

9/30/2011 Institutional Control Compliance Review Contaminated Sites staff approved three short reports summarizing work completed at the Granite Mountain Radio Relay Station this summer. USAF contractors decommissioned a monitoring well at LF002 that had been forgotten when other wells were removed last year and completed a landfill inspection at OT001 (soil with concentrations of PCBs up to 10 mg/kg) and found the landfill cover to be in good condition with no sign of erosion. Contractors also surveyed and installed monuments at the nine sites with institutional controls. CS staff asked USAF to send the survey report to the Department of Natural Resources for review. The Work Plan presents the approach and procedures for long-term management (LTM) at the Granite Mountain Radio Relay Station. The purpose of the LTM project is to conduct institutional control (IC) inspections, a landfill cover inspection at Site OT001, and sign maintenance, as needed, for the following sites to maintain compliance with U.S. Air Force (USAF) and regulatory requirements: DA020, DA021, DP009, DP010, LF002, OT001, SS016, SS017 and SS019. 11/17/2023 Document, Report, or Work plan Review - other DEC provided comments after review of Draft Preliminary Assessment Report for Aqueous Film-Forming Areas, Granite Mountain Radio Relay Station, Alaska, October 2023. The purpose of this Preliminary Assessment (PA) Report is to evaluate if a potential release of Aqueous Film-Forming Foams (AFFF) may have occurred from historical storage or use at fire training areas (FTAs) and other non-FTAs, such as hangars, fire stations, and emergency response locations at the Granite Mountain Radio Relay Station (RRS), located on the Seward Peninsula of Alaska. This PA includes information on the installation background, historical records review, and interviews with installation personnel with knowledge of past or current operations. The PA recommends a site inspection (SI) for two identified possible FTAs. The PA recommends a no further response action planned (NFRAP) designation for two sites at the Upper Camp where a former disposal pit resides and burning took place. A former site employee does not recall AFFF in use at the Upper Camp. DEC recommends evaluation and sampling of non-AFFF PFAS such as disposal pits and landfills in future PA/SI efforts. Brian Watts
12/13/2023 CERCLA PA DEC provided response to comments for the "Draft-Final Preliminary Assessment Report for Aqueous Film-Forming Foam Area, Granite Mountain Radio Relay Station, Alaska (dated November 2023) to the U.S. Air Force. The document is a preliminary assessment evaluating historical aqueous film-forming foam (AFFF) storage and use. The document recommend sites in the Lower Camp move to a site inspection for further investigation. Sites in the Upper Camp will go to No Further Response Action Planned (NFRAP). Erica Blake
12/18/2023 CERCLA PA DEC provided approval for the "Final Preliminary Assessment Report for Aqueous Film-Forming Foam Area, Granite Mountain Radio Relay Station, Alaska, (dated December 2023)" to the U.S. Air Force. The two sites in the Lower Camp area (Potential Fire Training Area at Fire Station Area and Potential Fire Training Area at DP010) have been recommended for further investigation in a site inspection. The two sites at the Upper Camp area were recommended for no further response action planned (NFRAP), but DEC recommends the U.S. Air Force investigate the two sites for the non-AFFF preliminary assessment. 3/15/2024 Long Term Monitoring Workplan or Report Review DEC provided comments after review of the 2023 Long-Term Management Report Granite Mountain Radio Relay Station Sites DA020, DA021, DP009, LF002, OT001, SS016, SS017, and SS019 Dated February 2024. DEC received this document 2/28/2024. Visual inspections and photo logs were made at Lower Camp Area sites (DA021 and DP010) on July 5 and at Upper Camp Area sites (DA020, DP009, LF002, OT001, SS016, SS017, and SS019) on September 16. Landfill caps and other surface coverings were found to be in good condition. Institutional Control (IC) signage was inspected and signs were repaired and/or replaced as needed with the exception of site DA021. Brian Watts
