Problems/Comments

Diesel contaminated soils encountered while removing 2 heating oil USTs. Approximately 75 cubic yards of contaminated soils removed. Trace of halogenated organics detected in north UST waste soils. Extent of residual contamination, human health threat, date and quantity of release unknown. The property is owned by Alaska Railroad, leased to the Robert Pfiel Estate, and subleased to Service America. ADEC in 12/91 requested additional site assessment to determine extent and impact on groundwater of residual contamination. Lots 127 and 128, Alaska Railroad Corporation Terminal Reserve. Last staff assigned was Olson.

7/26/1990 Update or Other Action (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Shannon and Wilson submitted disposal plans for varying contaminated stockpiles of excavated soil. Less contaminated soils are proposed to be placed in the Municipal landfill. Greater contaminated (> 1000 ppm TPH with 0.03 ppm 1,2-dichloroethylene) are proposed to be treated at Alaska Pollution Control facility in Palmer. Stockpiled soils were disposed of Fall 1990. 4/23/2009 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with Service America located at 1115 Whitney Road in Anchorage, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the site is in compliance with established institutional controls. Description Details
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Other ARRC shall report to ADEC once every five years to document land use, or report as soon as they become aware of any changes in land ownership and/or use.
Other ARRC and ADEC will conduct a site walk in 2009 to see if monitoring wells remain at the site. Any monitoring wells still on site must be decommissioned in accordance with ADEC guidance by August 31, 2009. This requirement was retro-actively added during the 2018 IC compliance review, but it was fulfilled in 2009.
