Description
Shorts Texaco formerly Government Hill Texaco, is located at the Bluff Drive/Loop Road intersection near Elmendorf AFB in Anchorage. A gas station operated at this site prior to 1993. In 1995, four underground storage tanks (USTs) and their associated piping were removed from the ground. Two 8,000-gallon gasoline USTs were removed from one excavation pit while a 300-gallon waste oil UST and a 500-gallon heating oil UST were removed from a second excavation pit.
During the UST removals, there was contaminated soil removed and transported to CleanSoils Alaska, Inc. to be treated. However, gasoline contaminated soil was left in place along the floor of the two 8,000 gallon UST excavation pit. Similarly, soil contaminated with petroleum hydrocarbons and lead was left in place at the floor of the heating oil and waste oil UST excavation pit. This facility is eligible to receive grant funds through the State of Alaska Financial Assistance Program to fund cleanup activities.
Public Health and Environmental Concerns
The contaminants of concern (COCs) are primarily petroleum; gasoline and gasoline components (BTEX) as well as diesel range organics (DRO). Petroleum contaminated soil remains on-site and impacts to the groundwater have been identified above cleanup levels.
Current Status
After in investigation and cleanup, DEC approved conditional closure, now termed "closure complete - institutional controls," for this site in 2007. Institutional controls have been established.
