The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) to City and Borough of Sitka Electric Department (Sitka) for the Jarvis Street Diesel Plant under Alaska Statute 46.14 and regulation 18 AAC 50.

Location:  Latitude: 57.1oN; Longitude: 135.3oW

 

Activity:  The Jarvis Street Diesel Plant is an auxiliary power plant that supplies supplemental power to the City of Sitka.  This public notice is for the draft ORL only.

 

Emissions:  The potential to emit at the stationary source will not exceed 99.9 tons per year (tpy) for the oxides of nitrogen (NOX) by limiting the NOX emissions from each engine through calculations from fuel consumption and emission factors.  This limit will also keep other regulated air pollutants below the Title V thresholds listed in 18 AAC 50.326. By limiting these emissions, Sitka avoids the requirement for Title V permitting under 18 AAC 50.326.

 

ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Jarvis Street Diesel Plant.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft ORL within 30 days after the first publication date.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  The final decision to issue or deny the ORL will be made after the close of the public comment period.  Written comments will be included in the record if received before 5:00 p.m. February 25, 2010.
