and kake facility
The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0021TVP03 to the Inside Passage Electric Cooperative (IPEC), Hoonah Facility and Air Quality Control Operating Permit No. AQ0303TVP03 to the IPEC Kake Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.
HOONAH FACILITY:
Applicant: Inside Passage
Electric Cooperative
Location: Hoonah, Alaska
Activity: The Hoonah Facility operates three diesel electric generators which provide electrical power to the town of Hoonah.
Application: March 9, 2009
Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 249 tons of Nitrogen Oxides, 54.3 tons of Carbon Monoxide, 3.6 tons of Particulate Matter, 16.6 tons of Sulfur Dioxide, and 7.5 tons of Volatile Organic Compounds. The total emissions of regulated air pollutants is 331 tons per year.
KAKE FACILITY:
Applicant: Inside Passage
Electric Cooperative (IPEC)
Location: Keku Road, Kake, Alaska
Activity: The Kake Facility consists of 3 diesel generators which supply electric power to the Kake area.
Application: March 6, 2009
Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 241 tons of Nitrogen Oxides, 53.2 tons of Carbon Monoxide, 4.1 tons of Particulate Matter, 40.6 tons of Sulfur Dioxide, and 7.1 tons of Volatile Organic Compounds. The total emissions of regulated air pollutants is 346 tons per year.
ADEC Preliminary Review: Based on review of the application, ADEC
drafted preliminary permit decisions for the IPEC Hoonah Facility and the Kake Facility.
Available Information: Copies of ADEC’s draft Operating Permits and Statements of Basis are available at ADEC’s Anchorage Office, 619 East Ship Creek, Ste 249, Anchorage, AK 99501, (907) 269-7562.
The administrative record for these permits are available for review at ADEC’s Anchorage Office during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.
The draft Operating Permits and Statements of Basis are also available at the Department’s website at: http://www.dec.state.ak.us/air/ap/calendar.htm.
Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permits after the close of the public comment period. Written comments will be included in the record if received before 5:00 p.m. September 25, 2009. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
