MONOPOD AND GRAYLING PLATFORMS

 

The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit Nos. AQ0067TVP01 to the Monopod Platform and AQ0069TVP02 to the Grayling Platform under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location:        Upper Cook Inlet, Alaska

                        Monopod:  60˚ 53¢ 49² North; 151˚ 34¢ 45.5² West

                        Grayling:  60˚ 50¢ 23² North; 151˚ 36¢ 47² West

 

Activity:          Offshore oil and natural gas drilling platforms

 

Application:   June 19, 2007 Monopod, and September 21, 2007 Grayling Platform

 

Emissions:      Monopod: The potential annual emissions of regulated air pollutants at the source will not exceed: 20.9 tons of Particulate Matter, 826 tons of Nitrogen Oxides, 78.6 tons of Sulfur Dioxide, 170 tons of Carbon Monoxide, 133.9 tons of Volatile Organic Compounds, and 18.4 tons of Hazardous Air Pollutants (HAPs).  The total emission of regulated air pollutants is 1,246.8 tons per year.

 

                        Grayling: The potential annual emissions of regulated air pollutants at the source will not exceed: 39.7 tons of Particulate Matter, 869 tons of Nitrogen Oxides, 157 tons of Sulfur Dioxide, 428 tons of Carbon Monoxide, and 98.5 tons of Volatile Organic Compounds, and 3.35 tons of Hazardous Air Pollutants (HAPs).  The total potential emission of regulated air pollutants is 1,595.6 tons per year.

 

ADEC Preliminary Review: Based on review of the application, ADEC drafted preliminary permit decisions for the Monopod and Grayling Platforms.

The administrative record for this permit is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

 

The draft Operating Permits and Statement of Bases are also available at the Department’s website at: http://www.dec.state.ak.us/air/ap/calendar.htm.

 

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  Written comments will be included in the record if received before 5:00 p.m. December 9, 2009.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.  If you are a person with a disability who may need a special accommodation in order to participate in this public process, please contact Deborah Pock at (907) 269-0291 or TDD Relay Service 1-800-770-8973/TTY or dial 711 within 30 days of publication of this notice to ensure that any necessary accommodations can be provided.
