The Alaska
Department of Environmental Conservation (ADEC) proposes to issue Air Quality
Control Minor Permit No. AQ0082MSS01 to Alyeska Pipeline Service Company. (APSC)
for the Valdez
Marine Terminal (VMT). APSC is requesting to add an air stripping system to
remove residual hydrocarbons from ballast water at the VMT

This project is classified under
18 AAC 50.508(5) for an Owner Requested Limit (ORL) for Sulfur
Dioxide (SO2) emissions and Volatile Organic Compound (VOC)
emissions. The SO2 ORL prevents this project from being classified
under 18 AAC 502(c)(3). The project complies with all applicable
requirements of 18 AAC 50. ADEC is
issuing this preliminary permit decision under AS 46.14 and 18 AAC 50.
