XTO Energy Inc.

The Alaska Department of Environmental Conservation (ADEC) proposes to renew the Air Quality Operating Permits for emission units at Platforms A and C, under Alaska Statutes 46.14 and regulation 18 AAC 50.

 

Applicant:             XTO Energy Inc.

 

Location:               The stationary sources are physically located in the Middle Ground Shoal of Cook Inlet, Alaska.

 

Activity: The stationary sources are offshore crude oil and gas production platforms.

 

The owner or operator submitted applications on March 1, 2006 and amendments on July 17, 2006.  This public notice is for the draft operating permit renewals only.

 

Emissions:            The significant emission units of Platform A include one gas-fired turbine, six gas-fired IC engines, six diesel-fired IC engines, a diesel-fired pump, and a gas-fired flare.  The potential annual emissions of regulated air contaminants at the source will not exceed: 23 tons per year (tpy) of Particulate Matter (PM-10), 1183 tpy of Nitrogen Oxides (NOx), 86 tpy of Sulfur Dioxide (SO2), 663 tpy of Carbon Monoxide (CO), and 35 tpy of Volatile Organic Compounds (VOC).  The total emissions of regulated air contaminants is 1990 tpy.

 

                                The significant emission units of Platform C include two gas-fired turbines, five gas-fired IC engines, six diesel-fired IC engines, and a gas-fired flare.  The potential annual emissions of regulated air contaminants at the source will not exceed: 26 tons per year (tpy) of Particulate Matter (PM-10), 1265 tpy of Nitrogen Oxides (NOx), 94 tpy of Sulfur Dioxide (SO2), 832 tpy of Carbon Monoxide (CO), and 38 tpy of Volatile Organic Compounds (VOC).  The total emissions of regulated air contaminants is 2255 tpy.

 

Department Preliminary Review: Based on review of the applications, ADEC has drafted  preliminary permit decisions for XTO Energy Inc., Platform A and Platform C.

The administrative records for these permits are available for review at the Anchorage office of ADEC during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.
