CHUGACH ELECTRIC ASSOCIATION, INC., BERNICE LAKE POWER PLANT
The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Air Quality Control Operating Permit Revision for the Bernice Lake Power Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.
Applicant: Chugach Electric Association, Inc.
Location: The stationary source is physically located at Mile 22.5 Kenai Spur Road
Activity: The stationary source consists of three electrical generators, each powered by a gas turbine.
Chugach Electric Association submitted an application on March 23, 2005. This public notice is for the draft operating permit revision only.
Emissions: The potential annual emissions of regulated air contaminants at the source will not exceed: 37.8 tons of Particulate Matter (PM-10), 1,319.8 tons of Nitrogen Oxides (NO X), 19.2 tons of Sulfur Dioxide (SO 2), 362.5 tons of Carbon Monoxide (CO), and 16.9 tons of Volatile Organic Compounds (VOC). The total emissions of regulated air contaminants are 1,761 tons per year. This revision will not increase emissions at the facility; the changes to the permit involve monitoring requirements only.
Department Preliminary Review: Based on review of the application, the Department has drafted a preliminary permit decision for the Bernice Lake Power Plant.

The administrative record for this permit is available for review at the Anchorage office of ADEC during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM. The administrative record contains the revision application and all data submitted to ADEC as part of the operating permit revision 1.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the revision after the close of the public comment period. Written comments will be included in the record if received before 5:00 p.m. on April 5, 2007. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
