MARATHON
OIL COMPANY, KENAI GAS FIELD PAD 34-31
The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Air Quality Control Operating Permit for emission units at the Kenai Gas Field Pad 34-31, under Alaska Statutes 46.14 and regulation 18 AAC 50.
Applicant: Marathon Oil
Company
Location: The stationary source is physically located at Sections 31, T5N, R11W, Seward Meridian, Kenai Peninsula Borough, Alaska.
Activity: The Kenai Gas Field Pad 34-31 contains two turbines, one emergency generator, a portable rig boiler, a portable rig heater, two glycol dehydrator vents and a temporary well test flare.
Application: As required by 18 AAC 50, Marathon Oil Company applied for an
Operating Permit for the Kenai Gas Field Pad 34-31 on December 13, 2006.
Emissions: The potential annual emissions of regulated air contaminants at the facility will not exceed: 38 tons of Particulate Matter (PM-10), 737 tons of Nitrogen Oxides (NOx), 97 tons of Sulfur Dioxide (SO2), 352 tons of Carbon Monoxide (CO), and 58 tons of Volatile Organic Compounds (VOC). The total emissions of regulated air contaminants are 1,282 tons per year.
Department Preliminary Review: Based on review of the application,
the Department has drafted a preliminary permit decision for the Kenai Gas
Field Pad 34-31.

Opportunity for
Public Participation: Notice is also given that any interested person may
present written statements relevant to the draft documents within 30 days after
the first publication date. Any person
may request a public hearing and that hearing will be held if the Department
finds that good cause exists. The
Department will consider all comments received and make any changes the
Department finds beneficial or necessary to assure compliance with 18 AAC 50 or
State Law. The Department will issue a
final decision to issue or deny the permit after the close of the public
comment period. Written comments will be
included in the record if received before 5:00
