kuparuk seawater treatment plant
The Alaska Department of
Environmental Conservation (ADEC) proposes to renew the Air Quality Operating
Permit for emission units at the Kuparuk
Seawater Treatment Plant, under Alaska Statutes 46.14 and regulation 18 AAC
50.
Applicant: ConocoPhillips
Alaska Inc.
Location: The
stationary source is physically located at the Kuparuk Oil Field,
Activity: The stationary source
processes raw seawater for use in water flooding projects throughout the
Kuparuk field.
The
owner or operator submitted an application on April 4, 2007. Subsequent data was submitted on October 10,
2007. This public notice is for the
draft operating permit renewal only.
Emissions: The
significant emission units are two natural gas-fired turbines, three natural
gas-fired heaters, and one diesel-fired engine.
The potential annual emissions of regulated air contaminants at the
source will not exceed: 20 tons of
Particulate Matter (PM-10), 292 tons of Nitrogen Oxides (NOx), 50 tons of
Sulfur Dioxide (SO2), 157 tons of Carbon Monoxide (CO), and 8 tons
of Volatile Organic Compounds (VOC). The
total emissions of regulated air contaminants are 527 tons per year.
Department Preliminary Review: Based on review of the application,
ADEC has drafted a preliminary permit decision for the
Kuparuk Seawater Treatment Plant.
