DEPARTMENT OF ENVIRONMENTAL CONSERVATION

GOLDEN VALLEY ELECTRIC ASSOCIATION, HEALY POWER PLANT

 

The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0173TVP02 to the Golden Valley Electric Association, Healy Power Plant, under Alaska Statutes 46.14 and Regulation 18 AAC 50.

 

Applicant:  Golden Valley Electric Association

 

Location:  Mile 2.5 Healy Spur Rd., Healy, AK 99743

 

Activity:  The Healy Power Plant is a coal fired power plant supplying electricity for sale.

 

Application:  Healy Power Plant applied on June 16, 2008, with supplements on September 3, 2008, April 2, 2009, April 17, 2009, June 15, 2009 and August 25, 2009.

 

Emissions:  The potential annual emissions of regulated air pollutants at the source will not exceed:  237 tons of Particulate Matter, 1,525 tons of Nitrogen Oxides, 746 tons of Sulfur Dioxide, 1,234 tons of Carbon Monoxide, 22 tons of Volatile Organic Compounds, and 16 tons of Hazardous Air Pollutants.  The total is 3,779 tons per year.

 

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Healy Power Plant.

 

Available Information:  Copies of the draft Operating Permit and Statement of Basis are available at ADEC’s Anchorage Office, 619 East Ship Creek Avenue, Ste 249, Anchorage, AK 99501, (907) 269-7562, in Fairbanks at 610 University Avenue, Fairbanks, AK 99709-3643, (907) 451-5173 and at the Department’s website at:  http://www.dec.state.ak.us/air/ap/calendar.htm.  The administrative record for this permit is available for review at ADEC’s Anchorage and Fairbanks offices during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

 

Opportunity for Public Participation:  Notice is given that a public hearing will be held in Healy at the Tri-Valley Community Center Thursday 19th November, 2009 from 6.00 p.m. to 8.00 p.m. Notice is given that any interested person may present written statements relevant to the draft documents.  Written comments will be included in the record if received before 5:00 PM on December 4, 2009.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law before making a final permit decision.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
