NIKKELS PLANT ONE
The Alaska Department of
Environmental Conservation (ADEC) proposes to revise an Air Quality Control
Operating Permit No. AQ0202TVP02 Hank Nikkels Plant One,
under Alaska Statutes 46.14 and regulation 18 AAC 50.
Applicant: Anchorage
Municipal Light and Power
Location: The
stationary source is physically located at 821 East First Avenue, Anchorage,
Alaska
Activity: The
stationary source is an electrical generation facility that provides electrical
power to the Municipality of Anchorage.
Emissions: The
potential annual emissions of regulated air contaminants at the facility will
not exceed: 3843.1 tons of Nitrogen Oxides (NOx), 612.6 tons of Carbon Monoxide
(CO), 64.4 tons of PM-10, 2004.3 tons of Sulfur Dioxide, and 61.4 tons of
Volatile Organic Compounds (VOC). The
total emissions of regulated air contaminants are 6585.8 tons per year.
ADEC Preliminary Review: Based on review of the appeal decision, ADEC has
drafted a preliminary revised permit decision for the Hank Nikkels
Plant One.

The administrative record for
this permit is available for review at ADEC’s Anchorage office during normal
business hours, Monday through Friday from 8:00 AM to 5:00 PM.
The draft revised Operating
Permit and the Statement of Basis are also available
at the Department’s website at: http://www.dec.state.ak.us/air/ap/calendar.htm.
Opportunity for Public Participation: Notice is also given that any interested person may
present written statements relevant to the draft documents within 30 days after
the first publication date. Any person
may request a public hearing and that hearing will be held if ADEC finds that
good cause exists. ADEC will consider
all comments received and make any changes ADEC finds beneficial or necessary
to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or
deny the permit after the close of the public comment period. Written comments will be included in the
record if received before 5:00 p.m. October
26, 2009. ADEC complies with Title
