TRIDENT SEAFOODS AKUTAN SEAFOOD PROCESSING FACILITY

operating permit revision

 

The Alaska Department of Environmental Conservation (ADEC) proposes to issue revisions to the Title I and Title V Air Quality Control Operating Permits for emission sources at the Trident Akutan Seafood Processing Facility under Alaska Statutes 46.14 and regulation 18 AAC 50. These revisions will allow Trident to install equipment and operate under different scenarios.

 

Applicant:      Trident Seafoods Corporation, Akutan Seafood Processing Facility

 

Location:        Akutan, Alaska

 

Activity:          The stationary source consists of diesel-electric generating equipment, boilers and a fish meal plant.

 

Application: March 1, 2007

 

Emissions:      The potential emissions of regulated air pollutants at the source increases more than 10 tons per year with the addition of new equipment under the Title I permit.  These changes are incorporated into the Title V permit.  The potential emissions are 240.0 ton per year (TPY) NOX, 183.7 TPY of CO, 17.9 TPY of PM-10, 168.9.1 TPY of SO2, and 42 TPY of VOC’s.

 

ADEC Preliminary Review: The Department has drafted a preliminary decision on the significant administrative revision of the Title V permit and issuance of Title I minor permit for the Akutan Seafood Processing Facility.

 

Available Information:  Copies of ADEC’s draft Revision 2 of the Operating Permit and Title I Minor Permit are available at ADEC's Anchorage office, 619 East Ship Creek, Suite 249, Anchorage, AK 99501, (907) 269-7577.

 

The administrative record for this permit is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

 

The draft Operating Permit and Statement of Basis are also available at the Department’s website at: http://www.dec.state.ak.us/air/ap/calendar.htm.

 

Opportunity for Public Participation:  Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  Written comments will be included in the record if received before 5:00 p.m. November 2, 2009.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.  If you are a person with a disability who may need a special accommodation in order to participate in this public process, please contact Deborah Pock at (907) 269-0291 or TDD Relay Service 1-800-770-8973/TTY or dial 711 within 30 days of publication of this notice to ensure that any necessary accommodations can be provided.
