FLINT HILLS, PORT OF ANCHORAGE TERMINAL

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Air Quality Control Operating Permit Renewal for emission units at the Port of Anchorage Terminal, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant: Flint Hills Resources Alaska, LLC

Location: The stationary source is physically located at 1076 Ocean Dock Road, Anchorage, AK 99501

Activity: The stationary source is a bulk gasoline and petroleum distribution facility that provides fuels for use in Alaska and for export by marine vessel .

The owner or operator submitted an application on June 23, 2005 . This public notice is for the draft operating permit renewal only.

Emissions: The significant emission units are from tank truck and railcar loading racks, Vapor Combustion Unit, storage tanks for diesel, naptha, and asphalt, emergency generators, firewater pump, asphalt plant hot oil heater and a boiler. The potential annual emissions of regulated air contaminants at the facility will not exceed: 46 tons of Nitrogen Oxides (NOx), 35 tons of Carbon Monoxide (CO), 1 ton of PM-10, 96 tons of Sulfur Dioxide, and 205 tons of Volatile Organic Compounds (VOC). The total emissions of regulated air contaminants are 389 tons per year.

Department Preliminary Review: Based on review of the application, the Department has drafted a preliminary permit decision for the Flint Hills Resources Alaska, LLC – Port of Anchorage Terminal .

The administrative record for this permit is available for review at the Anchorage office of ADEC during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft Operating Permit and Statement of Basis within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if the Department finds that good cause exists. The Department will consider all comments received and make any changes the Department finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. The final decision to issue or deny the permit will be made after the close of the public comment period. Written comments will be included in the record if received before 5:00 p.m. February 8, 2006.
