The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0272TVP02 for the Lisburne Production Center and Air Quality Control Operating Permit No. AQ0427TVP02 for the Northstar Caribou Crossing Compressor Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location:        Section 19, T11N, R15E, Umiat Meridian, in Prudhoe Bay, AK

 

Activity:          The stationary source processes crude oil production fluids received from various crude oil accumulations located on the North Slope of Alaska, including (but not limited to) Lisburne, Point McIntyre, Niakuk, West Beach State, and North Prudhoe Bay State.

 

Application:   BP Exploration (Alaska) Inc. submitted an application for renewal on April 18, 2008.

 

Emissions:      The potential annual emissions of regulated air pollutants at the source will not exceed: 2745 tons of Nitrogen Oxides, 876 tons of Carbon Monoxide, 87 tons of Particulate Matter, 293 tons of Sulfur Dioxide, and 75 tons of Volatile Organic Compounds.  The total emissions of regulated air pollutants is 4076 tons per year.

Location:        Northing 7801.314 km, Easting 441.228 km, in Prudhoe Bay, AK

 

Activity:          The stationary source is used to compress gas from the Prudhoe Bay Unit to provide Northstar Island with high pressure gas.

 

Application:   Application for renewal was submitted by the applicant on June 27, 2008.

 

Emissions:      The potential annual emissions of regulated air pollutants at the source will not exceed: 32 tons of Nitrogen Oxides, 163 tons of Carbon Monoxide, 1.6 tons of Particulate Matter, 5.5 tons of Sulfur Dioxide, and 3.6 tons of Volatile Organic Compounds.  The total emissions of regulated air pollutants are 208 tons per year.

 

ADEC Preliminary Review: Based on review of the applications, ADEC drafted preliminary permit decisions for the Lisburne Production Center and the Northstar Caribou Crossing Compressor Facility.

 

Available Information: Copies of ADEC’s draft Operating Permits and Statement of Basis are available at ADEC’s Anchorage office, 619 East Ship Creek Suite 249, Anchorage, AK 99501, (907) 269-7577.

 

The administrative record for this permit is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.
