Granite Point Tank Farm

The Alaska Department of Environmental Conservation (ADEC) proposes to revise an Air Quality Control Operating Permit for the Granite Point Tank Farm, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant: Granite Point Tank Farm

Location: 61 Degrees 01 Seconds North; 151 Degrees 26 Seconds West

Activity: One 5.63 MMBtu/hr Natural Gas heater and one 5.25 MMBtu/hr with three (3) 800kW gas turbine generators and two (HP and LP) process vents.

The UNOCAL applied on January 31, 2006. This public notice is for the draft operating permit renewal.

Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 2.5 tons of Particulate Matter, 59 tons of Nitrogen Oxides, 11 tons of Sulfur Dioxide, 19 tons of Carbon Monoxide, and 254 tons of Volatile Organic Compounds. The total emissions of regulated air pollutants is 343 tons per year. This renewal will not increase emissions at the stationary source; the changes to the permit involve monitoring requirements only.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Granite Point Tank Farm.

The administrative record for this permit renewal is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM. The administrative record contains the revision application and all data submitted to ADEC as part of operating permit renewal.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the revision after the close of the public comment period. Written comments will be included in the record if received before 5:00 p.m., June 9, 2008. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
