The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0326TVP02 to the Granite Point Tank Farm, under Alaska Statutes 46.14 and regulation 18 AAC 50.

 

Applicant:      Union Oil Company of California

 

Location:        61˚ 01’ North; 151˚ 26’ West (West Side of Cook Inlet, Alaska)

 

Activity:          The stationary source is an oil and gas transfer, processing, and storage facility. 

 

Application:   January 31, 2006 

 

Emissions:      The potential annual emissions of regulated air pollutants at the source will not exceed: 2.5 tons of Particulate Matter, 56.7 tons of Nitrogen Oxides, 10.8 tons of Sulfur Dioxide, 18.4 tons of Carbon Monoxide, and 480.0 tons of Volatile Organic Compounds.  The total emissions of regulated air pollutants is 568.4 tons per year.

 

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Granite Point Tank Farm.

 

Available Information: Copies of ADEC’s draft Operating Permit and Statement of Basis are available at ADEC’s Anchorage office, 619 East Ship Creek Suite 249, Anchorage, AK 99501, (907) 269-7577.

 

The administrative record for this permit is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  Written comments will be included in the record if received before 5:00 p.m. November 2, 2009.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.
