BPXA Northstar Production Facility

 

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Air Quality Control Operating Permit for emission units at the Northstar Production Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

 

Applicant:             BP Exploration, Alaska (BPXA)

 

Location:               Seal Island, six miles north of Point McIntyre/Point Storkerson in Beaufort Sea

 

Activity: Offshore oil and gas production and development facility.

 

As required by 18 AAC 50, BPXA applied for an Operating Permit for Northstar Production Facility.  The owner or operator submitted a revised and updated application on November 1, 2007.

 

Emissions:            The significant emission units are gas turbine drivers for electric generators and compressors (5), diesel generators (2), incinerators (2), flare systems (2), space heaters, portable equipment, well servicing equipment and a Nabors 33E drill rig.  The potential annual emissions of regulated air contaminants at this stationary source will not exceed: 331 tons of Particulate Matter (PM-10), 562 tons of Nitrogen Oxides (NOx), 56.5 tons of Sulfur Dioxide (SO2), 1,153 tons of Carbon Monoxide (CO), and 150 tons of Volatile Organic Compounds (VOC).  Total regulated air contaminant emissions are 2,252.5 tons per year.

 

Department Preliminary Review: Based on review of the application, the Department has drafted a preliminary permit decision for the Northstar Production Facility.

The administrative record for this permit is available for review at the Anchorage office of ADEC during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date.  Any person may request a public hearing and that hearing will be held if the Department finds that good cause exists.  The Department will consider all comments received and make any changes the Department finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  The Department will issue a final decision to issue or deny the permit after the close of the public comment period.  Written comments will be included in the record if received before 5:00 p.m. May 19, 2008.  The State of Alaska, Department of Environmental Conservation complies with Title II of the Americans with Disabilities Act of 1990.
