MARATHON OIL COMPANY, CANNERY LOOP PAD 1 & CANNERY LOOP PAD 3
The Alaska Department of Environmental Conservation (ADEC) proposes to issue Owner Requested Limit approvals (ORLs) to the Cannery Loop Pad 1 & Cannery Loop Pad 3, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: Marathon proposes to operate the TEG dehydration units in stationary sources Cannery Loop Pad 1 & Cannery Loop Pad 3 with emission control equipment (condenser and flash tank) to reduce hazardous air pollutants emissions.
The Marathon Oil Company applied on August 16, 2006. This public notice is for the preliminary ORL renewal only.
Emissions: The potential to emit regulated air pollutants at the stationary sources will not equal or exceed 10 tons per year for any one hazardous air pollutant (HAP) or 25 tons per year for any combination of HAPs. By limiting their HAP emissions, the stationary sources avoid the requirement to obtain an air quality control operating permit under AS 46.14.130(b) and 18 AAC 50.326(a).
ADEC Preliminary Review: Based on review of the application, ADEC drafted separate preliminary ORL approvals for the Cannery Loop Pad 1 & Cannery Loop Pad 3.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the preliminary ORLs within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. The final decision to issue or deny either or both of the ORLs will be made after the close of the public comment period. Written comments will be included in the record if received before 5:00 p.m. November 20, 2006. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
