Schlumberger technology corporation, Kenai district bulk facility

 

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Schlumberger Technology Corporation’s request for an Owner Requested Limit (ORL) at the Kenai District Bulk Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

 

Applicant:  Schlumberger Technology Corporation

 

Location:  South Miller Loop Road, Nikiski, Alaska

 

Activity:  Schlumberger operates a pneumatic system for conveying, blending, weighing, and batching dry cement and dry additives for use in onshore and offshore oil and natural gas exploration and production facilities in the Cook Inlet area. This public notice is for the draft ORL only.

 

Emissions:   As limited by the draft ORL, the potential to emit at the stationary source will be less that 15 tpy of PM-10.  Other pollutants will also be below minor permit thresholds.  By limiting the emissions, Schlumberger avoids the requirement for an operating permit under 18 AAC 50.508.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft ORL within 30 days after the first publication date.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  The final decision to issue or deny the ORL will be made after the close of the public comment period.  Written comments will be included in the record if received before 5:00 p.m. Januarydate - leave blank 28, 2008..
