The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0886TVP02 for the Elmendorf Air Force Base – Flight Line, under Alaska Statutes 46.14 and regulation 18 AAC 50.

                        Elmendorf Air Force Base, AK 99506

 

Activity:          The Elmendorf Air Force Base – Flight Line utilizes equipment to test aircraft engine performance, burn waste, and provide backup power and comfort-heating needs.

 

Application:   United Stated Department of Air Force submitted an application for renewal on August 22, 2008.

 

Emissions:      The potential annual emissions of regulated air pollutants at the source will not exceed: 264.7 tons of Nitrogen Oxides, 152.7 tons of Carbon Monoxide, 25.0 tons of Particulate Matter, 93.8 tons of Sulfur Dioxide, and 34.5 tons of Volatile Organic Compounds.  The total emissions of regulated air pollutants are 570.7 tons per year.

 

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Elmendorf Air Force Base – Flight Line.

 

Available Information: Copies of ADEC’s draft Operating Permit and Statement of Basis are available at ADEC’s Anchorage office, 619 East Ship Creek Suite 249, Anchorage, AK 99501, (907) 269-7577.

 

The administrative record for this permit is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM.

 

The draft Operating Permit and Statement of Basis are also available at the Department’s website at: http://www.dec.state.ak.us/air/ap/calendar.htm.

 

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  Written comments will be included in the record if received before 5:00 p.m. February 10, 2009.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.  If you are a person with a disability who may need a special accommodation in order to participate in this public process, please contact Deborah Pock at (907) 269-0291 or TDD Relay Service 1-800-770-8973/TTY or dial 711 within 30 days of publication of this notice to ensure that any necessary accommodations can be provided.
