The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control (AQC) Minor Permit AQ0923MSS04 to Eni US Operating Co. Inc. (Eni) for the Nikaitchuq Development.  Eni is requesting to revise the following established in Minor Permit AQ0923MSS01: emission unit inventory, Owner Requested Limits to avoid classification as a Prevention of Significant Deterioration stationary source, and conditions to protect ambient air quality standards. This permit is classified under 18 AAC 50.502(c)(3) and 18 AAC 50508(6).

This action complies with all applicable requirements of 18 AAC 50.  ADEC is issuing this preliminary permit decision under AS 46.14 and 18 AAC 50.

ADEC specifically invites the public to comment regarding a computer modeling technique used by Eni to estimate their nitrogen dioxide (NO2) air quality impacts.  The U.S. Environmental Protection Agency lists approved methods in their Guideline on Air Quality Models (Guideline).  Eni used the non-Guideline Plume Volume Molar Ratio Method to refine their estimated NO2 impacts.  ADEC invites the public to comment regarding the use of this method.
