DOYON UTILITIES, LLC
FORT GREELY BACKUP GENERATOR REPLACEMENT
The Alaska Department of Environmental Conservation (ADEC)
proposes to issue Air Quality Control Minor Permit AQ1183MSS02 to Doyon
Utilities, LLC (DU) for the backup generator replacement project at the Fort Greely
Real Estate stationary source. The project
requires a minor permit under
18 AAC 50.508(6) since DU is requesting revisions to the Owner Requested Limits
(ORLs) previously established in a Title I permit. ADEC intends to incorporate these minor permit
revisions into the
Title V operating permit as an administrative revision after EPA’s 45-day
review.

Activity: DU is planning to replace five existing backup generators with four new backup generators. The minor permit will incorporate the new generators under an ORL previously established to avoid classifying Fort Greely Real Estate as a major Prevention of Significant Deterioration (PSD) stationary source.
Emissions: The project will decrease emissions of: oxides of nitrogen by 0.1 tons per year (tpy), sulfur dioxide by 6.0 tpy, particulate matter of diameter less than 10 microns by 3.2 tpy and carbon monoxide by 2.2 tpy. The project will increase the volatile organic compound emissions by 2.2 tpy.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
