Air Permit Program

EMISSION FEE Annual Reporting

The emission fee reporting season for Fiscal Year 2009 is underway. Predictions of emissions for fiscal year 2008 are due at ADEC no later than March 31st, 2008. Invoices for Fiscal Year 2009 will be sent out in July 2008. Please do not send emission fee payments in along with your estimates. Please wait to make your payment until you receive an invoice from DEC.

The department appreciates the cooperation and assistance of industry in making the emissions predictions in a timely manner. The department is accepting emissions predictions for fiscal year 2009 between January 2008 and March 31st, 2008.

Standard permit conditions in all permits issued by the Department require that Annual Emission Fee estimates be submitted to the department no later than March 31st of each calendar year.  If you fail to meet this deadline for submitting emission fee estimates, the department must charge for the full Potential to Emit (PTE.)

New emission fee regulations were effective December 14, 2006.  The Air Permits program adjusted emission fees to cover the cost of the program. A recent analysis showed that the expected fee receipts would be insufficient to completely fund the permit services at the service level desired. The emission fees were established in regulation for FY 07, FY 08 and FY 09, with specific allocation to the Clean Air Protection Fund and the Emission Control Permit Receipts Account.  Amendments to Article 4, Section 18 AAC 50.410 were made.  For more information please refer a copy of our regulations at http://www.dec.state.ak.us/regulations
